This Opportunity
WSP is currently initiating a search for a Senior Resident Engineer/Onsite A/E Technical Lead to support the U.S. Navy's Multi-Mission Dry Dock (M2D2) recapitalization program at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington. The position is anticipated to begin from WSP's Tacoma or Seattle office in Q3 or Q4 of calendar year 2026 and transition to full-time onsite support at PSNS & IMF in Q2 or Q3 of calendar year 2027.
In this role, you will serve as WSP's senior onsite A/E technical representative supporting NAVFAC's Officer in Charge of Construction - Puget Sound Naval Shipyard (OICC PSNS). You will provide construction-phase technical review, issue resolution support, risk identification, and coordination with Designer-of-Record teams. The role supports Government decision-making but does not replace the Contracting Officer, direct contractor means and methods, or independently accept work on behalf of the Government.
M2D2 is a mission-critical, multi-billion-dollar Navy shore infrastructure program supporting long-term shipyard modernization. The work will occur in an active shipyard environment with constrained access, overlapping construction interfaces, waterfront and upland industrial facilities, operational impacts, security requirements, and high visibility with NAVFAC, NAVSEA, PSNS & IMF, and other Navy stakeholders.
Your Impact
You will help deliver senior onsite A/E technical support for one of the Navy's most significant shore infrastructure modernization programs. Your work will help improve the speed, consistency, and quality of technical reviews, field issue resolution, risk mitigation, and construction-phase documentation.
What You'll Do
Provide senior onsite A/E technical leadership for a mission-critical Navy mega-project.
Review contractor submittals, shop drawings, requests for information, technical proposals, design change packages, and field-related technical issues for consistency with the contract documents.
Coordinate technical responses with responsible Designer-of-Record discipline leads and home-office A/E teams.
Evaluate technical adequacy, constructability, maintainability, operability, and potential impacts to cost, schedule, safety, and shipyard operations.
Support construction quality assurance teams through technical interpretation of design intent and contract requirements.
Participate in selected preparatory meetings, field observations, pre-final inspections, final inspections, and turnover-related reviews.
Provide technical recommendations to support Government decisions regarding acceptance, nonconforming work, corrective actions, and closeout.
Identify emerging technical, construction, interface, turnover, and operational risks during mobilization and construction.
Support mitigation strategies, recovery approaches, and decision options for high-consequence issues.
Help evaluate schedule recovery plans, value engineering proposals, alternative technical concepts, change-order technical merit, and technical impacts of proposed contract changes.
Support technical analysis to avoid, reduce, or resolve disputes before they become formal claims.
Serve as the senior onsite A/E technical liaison among OICC PSNS, NAVFAC, NAVSEA, PSNS & IMF, Designer-of-Record teams, construction management representatives, contractors, utilities, environmental stakeholders, and other program participants.
Coordinate onsite WSP representatives, JV partner representatives, deputy resident engineers, RFI/submittal support staff, risk and controls staff, schedulers, project controllers, and visiting technical discipline leads.
Mentor onsite technical staff and promote consistent review practices, documentation standards, and issue escalation protocols.
Support preparation and quality review of field observation reports, technical issue papers, decision logs, action logs, and leadership briefings.
Role Boundaries
Support, but do not replace, the Government's contracting, acceptance, or enforcement authority.
Provide technical review, evaluation, recommendations, documentation, and escalation rather than unilateral approval of contractor work.
Do not direct contractor means, methods, sequencing, staffing, safety programs, or construction procedures unless specifically authorized through the contract and Government direction.
Do not independently change contract requirements, scope, schedule, cost, or acceptance criteria.
Maintain clear coordination with the responsible Designer-of-Record for technical interpretations, design intent, and professional engineering decisions.
Who You Are
Required Qualifications
Bachelor's degree in engineering, construction management, architecture, or equivalent.
12+ years of relevant experience supporting large, complex construction programs, with significant experience in resident engineering, construction-phase A/E services, design management during construction, or senior field technical support.
Due to client requirements, U.S. citizenship is required. Dual citizenship is not allowed if prohibited by project security requirements.
Ability to obtain and maintain a U.S. Government Secret-level security clearance and required PSNS & IMF (NAVSEA) site access credentials.
Professional Engineer registration in a U.S. state, or ability to obtain registration within an agreed timeframe, if required for the assigned scope.
Experience with heavy civil, marine, waterfront, industrial, infrastructure, utility, or federal construction projects.
Working knowledge of NAVFAC, DoD, UFC, UFGS, federal construction administration, and Government construction-phase processes.
Experience reviewing RFIs, submittals, shop drawings, contractor technical proposals, design change packages, field changes, and construction-phase technical issues.
Ability to coordinate multidisciplinary technical input and communicate practical recommendations to senior client, project, and construction stakeholders.
Strong judgment, written communication, briefing, negotiation, documentation, and issue-resolution skills under time-constrained conditions.
Ability, with or without reasonable accommodation, to perform essential field-related duties, including traversing large active construction sites with uneven terrain; accessing waterfront, marine, industrial, and confined-space work areas; boarding and disembarking boats or similar vessels; climbing stairs, ladders, and temporary access systems; and lifting or carrying equipment and materials consistent with project and safety requirements.
Valid driver's license and an acceptable driving record, consistent with company policy, to support use of company vehicles or rental vehicles for project-related travel and site access.
Preferred Qualifications
Prior NAVFAC, OICC, ROICC, FEAD, shipyard, dry dock, pier, wharf, waterfront, or Navy industrial facility experience.
Experience with multi-prime, multi-package, design-build, and design-bid-build construction delivery in constrained operating environments.
Experience with eCMS or comparable construction document management systems.
Experience supporting turnover, commissioning, beneficial occupancy, red-zone, punch list, closeout, or operational readiness processes.
Demonstrated ability to brief senior Government, military, executive, and technical stakeholders on complex issues in plain language.
Working Conditions and Location
Initial assignment is anticipated from WSP's Tacoma or Seattle office beginning in Q3 or Q4 of calendar year 2026.
Full-time onsite support at PSNS & IMF in Bremerton, Washington is anticipated beginning in Q2 or Q3 of calendar year 2027.
The role requires regular presence in active construction, waterfront, marine, industrial, and secure Navy work areas.
The role may require support for critical meetings, outages, inspections, construction milestones, or issue resolution outside normal business hours.

Expected Salary (all locations): $163,800 - $212,000
