Edgewater Technical Associates is seeking qualified candidates for a Quality Assurance Manager opportunity to support the Savannah River Site.

Quality Assurance Manager-

Quality Assurance Manager will support a multi-year construction project involving significant civil, mechanical, and electrical construction, including grading, storm drainage, demolition, earthwork, ductbanks, firewater, service water, process piping, electrical systems, and associated site infrastructure.

Duties:
  • Manage implementation and oversight of the project Quality Assurance program in accordance with the Quality Management System (QMS), applicable ASME NQA-1 requirements, DOE Order 414.1D, contract requirements, and project procedures.
  • Provide leadership and technical direction to QA personnel supporting construction, corrective action, document control, procurement quality, supplier quality, and other project quality functions.
  • Ensure project quality procedures, processes, and controls are effectively implemented and maintained throughout project execution.
  • Plan and oversee internal audits, surveillances, assessments, and other QA oversight activities.
  • Support client, DOE, and external audits and assessments, including preparation, coordination, response, and resolution of findings.
  • Evaluate project activities for compliance with approved procedures, quality requirements, codes, standards, and contractual requirements.
  • Oversee the project nonconformance and corrective action processes, including NCRs, Corrective Action Reports (CARs), Conditions Adverse to Quality (CAQs), and Significant Conditions Adverse to Quality (SCAQs).
  • Ensure quality issues are properly evaluated, documented, tracked, trended, and resolved in accordance with applicable procedures.
  • Review quality trends, recurring conditions, audit findings, NCR/CAR aging, and other quality performance indicators to identify adverse trends and areas requiring management attention.
  • Oversee development, review, revision, and implementation of project quality procedures and implementing documents.
  • Ensure personnel performing quality-affecting activities meet applicable qualification, certification, training, and indoctrination requirements.
  • Provide oversight of document control and quality records processes to ensure controlled documents and records are properly maintained, retrievable, and auditable.
  • Provide oversight of procurement and supplier quality activities, including supplier qualification, procurement document review, source surveillance, supplier performance, and receipt inspection interfaces.
  • Interface with QC leadership to ensure field inspection and testing activities are effectively implemented within the project QMS.
  • Coordinate quality matters with Project Management, Construction, Engineering, Procurement, Document Control, Commissioning, subcontractors, suppliers, client representatives, and other stakeholders.
  • Prepare and/or review quality metrics, trend reports, audit results, corrective action status, and other quality information for management review.
  • Ensure quality records provide adequate, complete, traceable, and auditable objective evidence of compliance.
  • Escalate CAQs, SCAQs, significant quality issues, and adverse trends to appropriate project leadership in accordance with project requirements.
Skills/Experience:
  • Bachelor's degree in Engineering, Construction Management, Quality, or a related technical field.
  • Minimum 10 years of Quality Assurance, Quality Management, or related quality experience supporting industrial, nuclear, DOE, or other highly regulated projects, including demonstrated quality leadership experience.
  • Working knowledge and experience implementing ASME NQA-1 requirements and DOE Order 414.1D.
  • Experience implementing and maintaining a formal Quality Assurance Program or Quality Management System.
  • Experience with audits, surveillances, assessments, nonconformance, corrective action, and quality records programs.
  • Experience interpreting and implementing quality requirements, procedures, codes, standards, and contractual requirements.
Preferred Qualifications:
  • NQA-1 Auditor or Lead Auditor certification.
  • Extensive experience implementing ASME NQA-1-2019 requirements.
  • Previous Quality Assurance management experience on a DOE or nuclear construction project.
  • Experience managing multidisciplinary QA organizations supporting construction, engineering, procurement, document control, supplier quality, and corrective action programs.
  • Experience with CAQ/SCAQ determination, root cause analysis, corrective action development, effectiveness reviews, and quality trending.
  • Experience preparing for and supporting DOE, client, regulatory, or third-party audits and assessments.
  • Experience with supplier qualification, procurement quality, and supplier oversight.
  • Previous Savannah River Site or other DOE site experience.
