Role Overview

The eLearning Developer will be part of a team designing, developing, testing, andmaintainingengaging digital learning experiences in collaboration with instructional designers, graphic designers, animators, project managers, and subject matter experts.
The successful candidate will bring strong Articulate Storyline and Rise development skills, visual design capability, hands-on animation experience, and a builder's mindset to deliver polished, interactive, and technically reliable learning solutions.


These roles are open to qualified candidates who live and work in Canada.


This posting is not for an existing vacancy. We are building a candidate pool in anticipation of an upcoming contract award.

Full-time (40 hrs/week) and part-time hour (20 hrs/week) term positions will be available.


Positions are available in two language streams. Some roles require excellent written and verbal English; others require excellent written and verbal French. Bilingual candidates may apply to both. Where English or French is a requirement, it is because the documentation deliverables for those projects are produced and maintained in English or French. Please indicate which stream you are applying for.


Role Responsibilities

    • Develop engaging, interactive, and visually polished eLearning solutions using toolssuch asArticulate Storyline 360 and Rise Create advanced Storyline interactions using variables, triggers, states, layers, conditions, and branching scenarios
    • Develop scenario-based learning, simulations, assessments, and knowledge checks Create custom 2D animation, motion graphics, illustrations, icons, characters, and other digital learning assets using Adobe Creative Suite or comparable applications
    • Apply strong visual design principles to create consistent, accessible, and high-quality learning experiences Configure and publish learning content using standards such as SCORM and xAPI Test, troubleshoot, and optimise courses for functionality, performance, usability, accessibility, and LMS compatibility
    • Identify creative technical solutions when standard authoring functionality does not meet project requirements Apply AI agents, generative AI, and AI-enabled tools to improve development productivity and production quality
    • Work closely with instructional designers, project managers, graphic designers, animators, and subject matter experts to translate approved designs into finished learning experience
    • Stay current with eLearning technologies, authoring tools, AI-assisted development practices, and accessibility standards
    • Maintain awareness of emerging technical writing practices, documentation technologies, content management tools, and AI-enabled content development tools.

    Follow established information security, confidentiality, data protection, and document management requirements


    Qualifications

    • A minimum of three years of professional experience as an eLearning Developer, Storyline Developer, Digital Learning Developer, or similar hands-on development role
    • Advanced proficiency with Articulate Storyline 360, including variables, triggers, states, layers, conditions, branching, and custom interactions, and strong proficiency with Articulate Rise
    • Demonstrated experience developing sophisticated eLearning experiences beyond standard templates
    • Strong skills in 2D animation, motion graphics, illustration, and visual design, including the ability to create original digital assets
    • Experience with Adobe Creative Suite tools such as After Effects, Illustrator, and Photoshop, or comparable applications
    • Understanding of SCORM, xAPI, LMS-based course deployment, and learning technology standards
    • Strong understanding of eLearning accessibility, usability, testing, and quality assurance practices
    • Experience troubleshooting course logic, triggers, variables, publishing, and LMS compatibility
    • Experience using AI agents, generative AI, or AI-enabled tools within digital learning development workflows
    • Strong attention to detail and a high standard for visual and technical quality
    • Strong written and verbal communication skills in English, with the ability to communicate development considerations clearly
    • Ability to work effectively from detailed storyboards and established instructional designs
    • Strong organisational and time-management skills, with the ability to manage multiple projects and deadlines
    • Bachelor's degree in Instructional Design, Multimedia, Graphic Design, Technology, Computer Science, or a related field, or equivalent practical experience
    • Articulate, Adobe, AWS, or relevant eLearning certifications are an advantage
    • A portfolio demonstrating advanced Storyline development, custom interactions, branching experiences, animation, and illustration is desirable
    • Experience with AI-assisted content development tools is desirable.
    • The ability to pass and maintain a security screening.

    Qualifications

    • Au moins trois annees d'experience professionnelle a titre de developpeur eLearning, de developpeur Storyline, de developpeur d'apprentissage numerique ou dans un role de developpement pratique similaire
    • Maitrise avancee d'Articulate Storyline 360, y compris les variables, les declencheurs, les etats, les couches, les conditions, les embranchements et les interactions personnalisees, ainsi qu'une solide maitrise d'Articulate Rise
    • Experience demontree dans le developpement d'experiences eLearning sophistiquees allant au-dela des modeles standards
    • Solides competences en animation 2D, en animation graphique, en illustration et en conception visuelle, y compris la capacite de creer des actifs numeriques originaux
    • Experience des outils de la suite Adobe Creative, tels qu'After Effects, Illustrator et Photoshop, ou d'applications comparables
