Project Estimator

Location: Edmonton, AB

Onsite Flexibility: Hybrid

Job Summary

Transmission Project Management (TPM) requires engagement with multiple stakeholders and contractors in order to construct new and replace existing transmission infrastructure. The Project Team requires an individual with the expertise to establish reliable relationships between EDTI and service proponents, through vetted and audited contracts. Asset Management and the AESO have determined that system reinforcements and infrastructure replacements are needed in the Edmonton area to reliably serve load and mitigate constraints in the City of Edmonton. EPCOR requires the services of a Project Estimator to support the Transmission Program Management team in planning and executing multiple high voltage transmission projects. The Project Estimator is accountable for coordinating the delivery of assigned projects and supporting a team of Project Managers in the delivery of all aspects of a project from inception through to close out, including: cost and schedule monitoring, scheduling crews, contract management, HSE reporting, quality management, coordinating regulatory deliverables, and records management.

Key Responsibilities
  • Develop conceptual, preliminary, and detailed cost estimates for transmission projects, including overhead and underground lines, substations, and asset replacement or upgrade programs
  • Review engineering drawings, technical specifications, standards, and scopes of work to support estimate development
  • Complete detailed quantity take-offs and determine labour, equipment, and material requirements
  • Apply standardized estimating methodologies, unit rates, and historical cost data
  • Identify estimating assumptions, cost drivers, risks, and uncertainties, including development of escalation and contingency allowances
  • Collaborate with Engineering and Construction to assess constructability, sequencing, and execution strategies
  • Support capital budget development, business case preparation, and Alberta Utilities Commission (AUC) filings
  • Review contractor estimates, tender submissions, and change orders for scope completeness and cost reasonableness
  • Maintain estimating databases, cost models, and estimating documentation
  • Prepare and maintain Basis of Estimate documentation, including inclusions, exclusions, and assumptions
  • Participate in post-project reviews to improve estimating accuracy and processes
  • Other duties that may be assigned consistent with the job description
Education Requirements
  • Diploma or degree in Engineering, Engineering Technology, Construction Management, or a related discipline
  • Professional designation (P.Eng., C.E.T., or equivalent) is considered an asset
  • Valid Class 5 Driver's License for field visits within Edmonton
  • Construction Safety Training System certification (mandatory - must be completed within one month of contract execution)
Required Experience
  • 5 years of estimating experience in construction, electric transmission, power utilities, or heavy civil infrastructure
Nice-to-Have Experience
  • Proven experience estimating high-voltage transmission and/or substation projects is an asset
  • Experience in a regulated transmission utility environment and familiarity with AUC capital governance processes is considered an asset
  • Canadian Electric Utilities experience (e.g., EPCOR, ATCO, AltaLink, BC Hydro, SaskPower, Manitoba Hydro, Hydro One)
