We are seeking a senior-level Quality Assurance Analyst with experience supporting SaaS enterprise financial systems, preferably CGI Advantage ERP platform specifically designed for government entities, including state and local governments. The ideal candidate would provide functional and technical testing support for financial systems within a SaaS environment and plays a key role in the implementation of CGI Advantage as a replacement for USAS, ensuring financial processes, integrations, and data are accurately tested and validated. The role collaborates closely with CPA Financial Systems partners to support system quality, data integrity, and compliance throughout the testing lifecycle.
This candidate will be working in Information Technology under Application Services for the Treasury and Financial Systems team. The primary role will be responsible for supporting the implementation and ongoing enhancements of the Advantage SaaS platform provided by CGI. Key responsibilities include:
  • Execute functional, system, and regression testing for financial systems implemented in a SaaS environment, preferably CGI Advantage.
  • Support testing activities related to the replacement of USAS with CGI Advantage, including validation of financial transactions, balances, and reporting outputs.
  • Develop and execute test plans, test cases, and test scripts based on business and technical requirements.
  • Perform data validation and reconciliation testing to ensure accurate financial postings and balances during system conversion and ongoing releases.
  • Support integration testing for interfaces between Advantage and external enterprise systems, including batch jobs, APIs, and secure file transfers.
  • Participate in User Acceptance Testing (UAT), working with business users to validate end-to-end financial processes.
  • Identify, document, and track defects using approved testing and defect-tracking tools (e.g., Test Savvy or equivalent).
  • Collaborate with system analysts, developers, vendors, and business stakeholders to troubleshoot and resolve testing issues.
  • Validate security roles and access controls to ensure appropriate segregation of duties and compliance with CPA and DIR standards.
  • Maintain complete and accurate test documentation, results, defect records and resolutions in accordance with CPA quality and audit requirements.
  • Support Agile or hybrid delivery models, including sprint reviews, release readiness, and stabilization activities.

III. TERMS OF SERVICE
Services are expected to start 03/01/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1920 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Comptroller of Public Accounts. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 111 E 17th Street Austin, Texas 78711. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Comptroller of Public Accounts will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Comptroller of Public Accounts.
