Number of Position(s): 3 Work Schedule: 8 am – 5 pm Work Day: Monday – Friday Aalis Management Consulting is seeking Financial Analysts to support a federal agency's IT Financial Management, Working Capital Fund (WCF), cost model development, financial reporting, and systems integration initiatives. The Financial Analyst / Financial Management Specialist will support financial analysis, reporting, reconciliation, cost allocation, budget execution, and process improvement activities within a federal financial management environment. The ideal candidate will have experience supporting Working Capital Funds, revolving funds, federal billing processes, cost accounting, financial systems, and data-driven reporting solutions. The successful candidate will work closely with financial managers, program offices, IT stakeholders, and government leadership to analyze financial data, improve reporting capabilities, support audit readiness, and enhance financial operations. This role requires candidates with hands-on federal financial management experience, including experience with financial systems, reporting tools, reconciliations, and implementation support, not solely advisory or assessment experience. Key Responsibilities Support federal IT Financial Management and Working Capital Fund (WCF) operations through financial analysis, reporting, and process improvement. Perform financial analysis related to: Cost allocation Rate development Budget execution Spending trends Resource utilization Financial forecasting Support development, maintenance, and validation of cost models and financial management reports. Analyze financial data to identify trends, discrepancies, risks, and opportunities for improvement. Support federal billing activities, including: Customer billing Interagency agreements G-Invoicing transactions Advances Drawdowns Reconciliations Prepare financial reports, dashboards, and executive-level presentations. Support Working Capital Fund and revolving fund financial operations. Perform financial reconciliation activities to ensure data accuracy and completeness. Support audit readiness activities, including: Documentation reviews Internal controls testing Corrective action tracking Financial process reviews Assist with developing and improving financial management procedures, SOPs, and process documentation. Support integration and validation of financial data across enterprise systems. Collaborate with financial managers, program managers, analysts, and technical teams to resolve financial data issues. Support reporting automation and dashboard development using financial analytics tools. Document business processes and recommend improvements to increase efficiency and transparency Required Qualifications Bachelor's degree in Finance, Accounting, Economics, Business Administration, Information Systems, or related discipline. Minimum of 5 years of federal financial management, budget, accounting, or financial analysis experience. Experience supporting federal financial operations, reporting, or financial systems. Experience analyzing financial data, preparing reports, and developing recommendations. Experience supporting one or more of the following: Working Capital Funds (WCF) Revolving funds Cost accounting Cost allocation Rate development Chargeback models Financial reconciliation Experience supporting federal financial processes, including: Billing Advances Drawdowns Interagency agreements Ability to analyze complex financial information and communicate findings clearly. Experience developing financial documentation, procedures, or process improvements. Preferred Qualifications Experience supporting federal IT financial management organizations. Experience supporting Working Capital Fund rate models or cost recovery programs. Knowledge of federal accounting standards, including: SFFAS 4 – Managerial Cost Accounting Standards SFFAS 10 – Accounting for Internal Use Software Experience with federal financial management systems, including: Delphi PRISM Oracle EPM Oracle IMPACT ServiceNow Experience developing dashboards and analytics using: Power BI SQL Power Automate Experience supporting financial systems implementation or integration projects. Experience supporting federal audits and internal control reviews.
