Organizational Context and Scope
The IOM Coordination Office for the North Pacific oversees regional operations and strategic initiatives across the North Pacific Islands, focusing on disaster resilience, infrastructure development, and humanitarian assistance. IOM is set to receive funding for a multi-year disaster readiness project named Compact of Free Association READY (COFA READY), covering the Federated States of Micronesia (FSM), the Republic of Palau (ROP), and the Republic of the Marshall Islands (RMI). The project covers two components: Component 1: TyphoonSinlakuReconstruction and Component 2: Disaster Readiness in ROP, FSM and RMI. IOM is therefore seeking to recruit a dedicated Programme Manager (READY) to oversee the implementation of Component 2 in RMI.
Under the overall supervision of the Chief of Mission (COM) and the Programme Coordinator (READY) and direct supervision of the Head of Sub-Office in RMI, the Programme Manager (READY) will be responsible for managing, coordinating and overseeing the activities under Component 2 (Readiness) of the COFA READY project in RMI. The role will involve close collaboration with the Component 2 Programme Coordinator based in Pohnpei and the Head of Programmes to ensure effective delivery of project activities, achievement of objectives, and compliance with donor and organizational requirements. The position will also work closely with RMI's National Disaster Management Office (NDMO) in the delivery of project activities, and coordinate with relevant government counterparts, development partners, UN agencies and other stakeholders to support effective programme implementation.
Required Qualifications and Experience
Education

Experience
Extensive experience in implementing disaster preparedness and response programmes, community recovery and strengthening government and community capacity;
Previous experience coordinating a multi-year donor-funded project with a strong reputation for developing excellent collaborative working relationships with counterparts, other contracts and international organizations and donors;
Demonstrated experience managing programmes that effectively address solutions for disaster readiness and response;
Experience working in the North Pacific is strongly preferred;
Skills
Demonstrated skills in effectively managing and coordinating US-funded projects;
Experience managing staff from diverse environments and backgrounds;
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Responsibilities and Accountabilities
Manage the implementation of the COFA READY project Component 2 in RMI by exercising administrative, operational, and financial management responsibility for the programme activities.
Establish and maintain strong relationships across UN Agencies, humanitarian organizations, government (specifically NDMO), the donor and community interlocutors in RMI to ensure the successful implementation of COFA READY project Component 2 in RMI.

Collaborate closely with NDMO and the donor to ensure alignment on priorities identified during programme implementation. Coordinate the design and development of new programme activities, ensuring they are grounded in a solid results framework and responsive to emerging trends, priorities, and donor requirements.
Facilitate initial planning sessions at the start of the programme to establish priorities for Years 1, 2, and 3 for RMI. This will also involve conducting regular workshops with NDMO to address any changes in programme activities, and facilitate ongoing cross-learning activities with FSM and RMI government counterparts to promote knowledge sharing and collaboration.
Oversee the development of yearly programme workplans covering the three years of implementation, as requested by the donor.
Provide operational management, guidance and technical supervision to staff, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
Ensure that the key programmatic decisions are shared with the donor, including regular programmatic updates and key milestones/events to secure donor participation.
Coordinate and manage the compilation of programme updates and briefs to the donors, government and other relevant stakeholders, by ensuring compliance with donor requirements and procedures.
Ensure timely and quality preparation and submission of all interim programme reports covering RMI, in close coordination with PSU according to requirements of IOM and the donor.
Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; work closely with the M&E Officer based in Pohnpei on the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies.
Oversee the production of visibility/communications materials in close coordination with the Communications Officer of the CO.
Collaborate closely with the Procurement and Logistics Unit (PLU) to ensure timely procurement of programme activities in accordance with the workplan submitted to the donor.
Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for programme activities, if required.
Oversee the development and maintenance of data collection and analysis mechanisms for the programme.
Undertake travel duties nationally or internationally, as required, including regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation.
Perform such other duties as may be assigned.
