Educational and Experience RequirementBachelor’s Degree in a related field. Master’s Degree preferred. Five years of progressively responsible experience in internationaleducation, international student recruitment and enrollment,international admissions, and immigration services. Demonstratedexperience developing or managing strategies to recruit and enrollinternational students is required. Experience working withinternational recruitment agencies, educational representatives,sponsoring organizations, institutional partners, or otherinternational recruitment channels is strongly preferred. Knowledgeof F-1 student regulations, SEVIS processes, and Form I-20processing is required. Experience as a Principal Designated SchoolOfficial ( PDSO, F-1) and Responsible Officer (RO, J-1) is highlypreferred. Works collaboratively with Human Resources, hiringdepartments, university counsel, and external immigration counsel,as applicable, to facilitate timely and compliant processing ofH-1B petitions and other university-sponsored employment-basedimmigration matters. Knowledge of federal immigration regulationsand procedures related to F-1 students, J-1 exchange visitors, andemployment-based immigration is highly desired. Experiencecoordinating or processing H-1B petitions and otheremployment-based immigration matters in a higher educationenvironment is preferred. Additional education may be considered inlieu of experience.
Nature & Purpose of PositionThe Director of the Global Engagement Center provides strategicleadership for Sam Houston State University’s international studentrecruitment, enrollment, immigration services, and globalengagement initiatives. The Director’s primary responsibility is todevelop and execute strategies that significantly increaseinternational student enrollment, including building and managinginternational recruitment pipelines, developing relationships withrecruitment agencies and international representatives, identifyingand cultivating institutional partnerships, coordinatinginternational recruitment activities, and improving the conversionof international prospects and applicants to enrolledstudents.
The Director oversees the international student enrollment processfrom recruitment through matriculation and ensures timely andeffective processing of immigration documentation, including FormsI-20 and other required documentation for international students.As the Principal Designated School Official ( PDSO ) for theuniversity, the Director leads institutional compliance andprovides expertise and leadership to staff responsible forinternational student services.
The Director leads the continued development of onboarding,support, and engagement structures that promote internationalstudent retention, success, and integration into the universitycommunity. The Director also oversees Study Abroad programs,including support for faculty-led program development andrecruitment, and advances global partnerships and internationaleducational opportunities consistent with universitypriorities.
Primary ResponsibilitiesResponsible for the development, implementation, and continuousassessment of a comprehensive international student recruitment andenrollment plan designed to increase international applications,admissions, and enrollment. Identifies and prioritizes keyinternational markets and develops data-informed recruitmentstrategies based on enrollment potential, academic program demand,institutional capacity, and evolving global market conditions.Leads efforts to expand international student pipelines, strengthenglobal partnerships, and align recruitment initiatives withinstitutional enrollment goals.
Develops, manages, and maintains partnerships with internationalrecruitment agencies, educational representatives, sponsoringorganizations, secondary schools, universities, governmentalentities, and other partners that can create sustainableinternational student pipelines to SHSU . Establishes expectations,performance measures, and accountability mechanisms for recruitmentagencies and representatives and evaluates effectiveness based onapplications, enrollment, student quality, and compliance.Represents SHSU in international recruitment activities, includingrecruitment fairs, agency events, virtual recruitment,institutional visits, and other enrollment initiatives.
Collaborates with campus partners to develop targeted internationalrecruitment campaigns and promote SHSU academic programs tointernational audiences. Manages and evaluates the internationalenrollment funnel from prospect through matriculation, includinginquiries, applications, admissions, immigration-documentprocessing, visa progression, and enrollment. Works collaborativelywith academic and student-support units to build scalable supportstructures for international students. Uses enrollment data andmarket intelligence to identify barriers, forecast enrollment,evaluate recruitment effectiveness, and improve applicantconversion and yield.
Oversees the processing of international student documentationrequired for issuance of Forms I-20 and other immigration-relateddocuments. Ensures efficient processes for moving admittedinternational students from admission through documentation, visapreparation, arrival, and enrollment. Maintains universitycompliance with federal and state regulations governinginstitutions approved to host international students, including theStudent and Exchange Visitor Program ( SEVP ) and Student andExchange Visitor Information System ( SEVIS ).Provides leadershipand accountability as the institution’s Principal Designated SchoolOfficial ( PDSO ) and Responsible Officer (RO), directing SEVISoperations, immigration compliance, institutional certification andrecertification, and the management of required student andexchange visitor records.
Oversees university Study Abroad activities and supportsfaculty-led international program development and recruitment.Develops and maintains international institutional partnerships,articulation arrangements, memoranda of understanding (MOUs), andother agreements that support student recruitment, mobility,academic collaboration, and global engagement. Works with facultyand administrators to identify international partnerships thatcreate meaningful enrollment, academic, and experientialopportunities.
Provides strategic leadership for international student services,including budget development and management, scholarshipadministration, compliance, international travel approvals,personnel actions, and global engagement initiatives. Establishesand monitors key performance indicators for enrollment growth,operational effectiveness, fiscal stewardship, regulatorycompliance, and student success in support of the university’sinternationalization goals.
Other SpecificationsInvolves contacts with various government agencies, internationalrecruitment agencies and representatives, sponsoring organizations,educational institutions, professional organizations, on-campuscommittees, administrators, faculty, students, and staff.Establishes and maintains contacts with university departments andpersonnel, external agencies, and international partners andindividuals as required.
