Program Manager (PM)

Job Description Overview This position description is subject to change at any time as needed to meet the requirements of the program or company. V2X is seeking a Program Manager (PM) with no less than 15 years of of experience related to explosives / energetics decontamination, demilitarization, and demolition to support our Government customer. Candidates will be responsible for planning, directing, and coordinating the activities of administration and program control; managing subcontractors and vendors; supervising technical personnel; and ensuring compliance with federal, state, and local regulations associated with the contract work.

Major Job Activities: PM candidates must demonstrate expertise in the following areas:

  • Overall Contract Management - planning, directing and coordinating the activities of contract administration and program control.
  • Management of large-scale Government contracts requiring supervision of contractor personnel.
  • Systems requirements definition and management.
  • Work planning, scheduling, and task control.
  • Work progress assessments.
  • Budget development and fiscal control.
  • Risk identification and management.
  • Identification of issues and implementation of corrective measures.
  • Coordinating multiple projects and their interdependencies.
  • Managing and utilizing resources across projects.
  • Stakeholder communication and management.
  • Program reviews with Government clients.

Qualifications Education / Certifications:

  • Bachelor's degree in a relevant discipline.
  • Candidate shall maintain a current Hazardous Waste Operations and Emergency Response (HAZWOPER) certification (40-hour initial and eight (8) hour annual refresher training, as required).
  • Candidate shall complete and provide certificates for either the Basics of Naval Explosives Hazard Control (AMMO 18-DL) or the Naval Explosives Safety for Supervisors / Managers (AMMO-49-DL), as well as Military Munitions Rule training courses described in Appendix D of NAVSEA OP-5, Ammunition and Explosives Safety Ashore (no later than 30 days after hire).

Experience / Skills:

  • At least fifteen (15) years of experience directly related to explosives / energetics decontamination, demilitarization, and demolition.
  • Experience managing sub-contractors / vendors, including budget, schedule and contract management.
  • Experience supervising technical personnel executing decontamination, demilitarization and demolitions tasks, including staff recruiting / development and personnel communications.
  • Demonstrated understanding of and responsibility for ensuring compliance with Federal, State, and local environmental and Occupational Safety and Health Administration (OSHA) regulations.

Clearance Requirement:

  • At a minimum, candidates must possess an active Secret (Tier 3) level Security Clearance.
