The Fiduciary Systems Global Unit (WKPGF) is responsible for issues related to public financial and investment management, procurement, state-owned enterprises, fiduciary assurance and governance in sectors. Public Financial Management for Health (PFM4Health) is a strategic partnership between the GGP and Health, Nutrition and Population GP (HNP) that aims to improve country systems for public financial management (PFM) essential to meeting the 1.5 billion universal healthcare coverage (UHC). FinHealth 2.0, its flagship diagnostic toolkit, assists practitioners to identify PFM bottlenecks that contribute to health service problems. It is a join product of the GGP and HNP and is being developed in collaboration with the World Health Organization (WHO). The 2.0 toolkit builds on lessons learned from the implementation of FinHealth 1.0, which was launched in 2019 and used in over 10 countries and is aligned to the outcome-led approach to PFM reform. Following the anticipated completion of the diagnostic toolkit in mid-2026, key priorities are country implementation and the development of at least three deep dive modules. The World Bank's Public Financial Management (PFM) Global Program aims to promote reforms to strengthen core fiscal institutions so that public resources are more reliably transformed into better services and development outcomes. Â The program is organized around key workstreams, including budgeting, treasury and cash management, fiscal risk management, revenue, subnational finance, and digital PFM. It produces global analytics, diagnostics, and practical toolkits, including digital and AIenabled tools, and facilitates peer learning and communities of practice. Through justintime advice and structured country engagements, it supports governments to design and sequence feasible reform paths, integrate crosscutting priorities such as climate and gender, and improve the effectiveness of World Bank operations that rely on strong PFM systems.
Job Duties and Responsibilities:
The candidate will report to the Practice Manager of the Global Governance WKPGF for all technical and human resource-related matters. S/he will build collaborative relationships with colleagues across the World Bank, including regional and sectoral practices as well as with key institutions, authorities, and other international partners while ensuring that the World Bank continues to fulfil its mandate. The candidate will contribute to the PFM Global Program (approximately 50 percent of time) and PFM for Health (approximately 50 percent of time) in close coordination with the Program Managers with a particular focus on:
With regard to PFM4Health, the PFM Specialist will be expected to:
Lead country implementation of the FinHealth diagnostic in at least 2 countries, including in field missions and the write up of diagnostic reports.
Lead technical assistance and policy dialogue with government in PFM in health in countries.
Lead knowledge management and facilitate collaboration and coordination of the PFM in health across agencies, especially dissemination of the FinHealth toolkit, as well as documentation of lessons learned from country implementation.Â
Lead the design, organization and delivery of virtual and in-person trainings, workshops, and events related to FinHealth dissemination and lessons learned from country implementation.Â
Contribute to revisions and finalization of the FinHealth diagnostic toolkit, including leading modules as needed and collaborating with experts within and outside of the Bank.
