Job description

GENERAL DEFINITION AND CONDITIONING OF WORK: Performs a variety of building and grounds maintenance activities in support of Town facilities. An employee in this class participates in the maintenance of Town facilities, cemeteries, parks, buildings, and grounds. Work includes performing building maintenance including minor carpentry, plumbing, HVAC, and related maintenance and repair activities.

Grounds activities include turf maintenance, installation and maintenance of plant materials, mowing, pesticide application, and related activities. Work requires public contact in answering complaints, resolving problems, and handling requests for service. Employee must be conscious of safety methods to avoid injury to others and self.

Employees are subject to hazards in facilities maintenance work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as noise, moving mechanical parts, chemicals, atmospheric conditions and oils. Employee may also be subject to OSHA's final standards on blood borne pathogens. Work is performed under regular supervision by the Public Works Crew Leader and reviewed while in progress and upon completion to determine that proper work methods are being followed and that assignments are carried out correctly.

ESSENTIAL FUNCTIONS/TYPICAL TASKS: THE EMPLOYEE MAY PERFORM A COMBINATION OF SOME OR ALL OF THE FOLLOWING DUTIES AND OTHER DUTIES WHICH MAY BE ASSIGNED BY THE TOWN OF SMITHFIELD: Performs a variety of landscape maintenance work including turf management, plant installations and maintenance, mowing, trimming, mulching, watering, fertilizing, etc. Participates in facility and cemetery maintenance work activities including backfilling sinking graves, removing trash and debris from work sites, changing light bulbs, moving furniture, installing holiday and event decorations, and servicing lawn equipment. Inspects cemeteries and facilities for safety and makes records for liability purposes.

Performs semi-skilled maintenance work (carpentry, electrical, plumbing) as needed to ensure adherence to operational procedures. Operates mowers, trimmers, saws, blowers, and other grounds maintenance equipment. KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the methods, tools, and equipment utilized in grounds and facility maintenance repair.

Considerable knowledge of the work hazards and applicable safety standards associated with facility and grounds maintenance repair. Some knowledge of horticultural design and installations. Considerable knowledge of cleaning chemicals and pesticide application.

Skill in the operation of equipment and tools utilized within the section. Ability to assign and supervise the work of subordinate and to instruct them in proper work and safety methods and procedures. Ability to establish and maintain effective working relationships with other employees and subordinates.

Ability to use chemical and pesticides properly and in accordance with State rules and regulations. EDUCATION AND EXPERIENCE: Graduation from high school or GED equivalent and less than 2 years of experience in the area of building construction, grounds, and facility maintenance; or Equivalent combination of education and experience. Possession of, or ability to obtain within one year, a NC Commercial (County/Municipal) Ground Applicator's Pesticide License, with H & L Subcategories (cemeteries, parks, turf and rights-of-way areas).

Possession of a valid North Carolina driver's license.
