Summary:
We are seeking an experienced Senior Program Manager to lead and oversee complex federal programs supporting research, technology, healthcare, training, operational readiness, and mission support initiatives. The successful candidate will be responsible for strategic program leadership, customer engagement, workforce management, contract execution, and growth activities across a diverse portfolio of federal programs.
This individual will serve as the primary interface among government stakeholders, corporate leadership, subcontractors, and program personnel, ensuring successful execution of program objectives related to cost, schedule, staffing, quality, and performance.
The ideal candidate will possess significant experience supporting large, matrixed Air Force organizations and have a demonstrated ability to successfully lead multidisciplinary teams operating across multiple mission areas, stakeholder groups, and geographically dispersed locations. Candidates with experience supporting Air Force research, healthcare, technology, training, or operational support organizations are highly desired.
This position is expected to be performed primarily in the Dayton, Ohio area with regular interaction with government customers, program personnel, subcontractor partners, and corporate leadership.
Responsibilities
Essential Job Functions:
  • Provide overall leadership and direction for complex federal programs and task orders.
  • Serve as the primary point of contact for government leadership and key stakeholders.
  • Manage program execution across cost, schedule, staffing, quality, and performance objectives.
  • Lead multidisciplinary teams consisting of technical, scientific, healthcare, engineering, operational, and administrative personnel.
  • Develop and maintain program management plans, staffing strategies, transition plans, and risk management processes.
  • Monitor contract performance and ensure compliance with customer requirements and corporate standards.
  • Lead workforce planning, recruiting coordination, retention initiatives, and succession planning activities.
  • Prepare and deliver executive-level briefings, program reviews, performance reports, and customer communications.
  • Manage subcontractor performance and coordinate activities across multiple teaming partners.
  • Identify and mitigate program risks while proactively resolving execution challenges.
  • Support business development, task order growth, recompete planning, and proposal efforts as required.
  • Foster strong customer relationships and maintain a high level of client satisfaction.

  • Experience managing multi-million-dollar federal contracts, programs, or portfolios.
  • Experience serving as the primary interface with senior government stakeholders and customer leadership.
  • Demonstrated experience managing staffing, recruiting coordination, workforce planning, and program execution activities.
  • The successful candidate will have a proven track record of building trusted relationships with government leadership, technical organizations, program offices, mission partners, and executive stakeholders while successfully managing complex programs in dynamic environments.
  • Ability to work in the Dayton, Ohio area.

Preferred Qualifications:
  • Master's degree.
  • PMP certification.
  • DAWIA, APDP, PgMP, or equivalent program management certification.
  • Experience managing large multi-award IDIQ contract vehicles and multiple concurrent task orders.
  • Experience supporting task order proposal development, transition planning, and growth initiatives.
  • Demonstrated success managing programs with multiple subcontractors and teaming partners.
  • Experience supporting Air Force research, healthcare, technology, training, operational support, or mission support organizations.
  • Experience managing programs with workforce populations exceeding 50 personnel.
  • Active Secret Clearance or ability to obtain and maintain one.
  • Demonstrated experience supporting large, complex Air Force organizations involving research, technology, healthcare, operational, or mission support activities across multiple stakeholder groups and geographically dispersed locations.
  • Proven ability to establish and maintain effective working relationships with government leadership, technical organizations, program offices, mission partners, and executive-level stakeholders.
  • Experience supporting organizations with multiple directorates, divisions, mission partners, and geographically dispersed sites.
  • Experience leading programs that integrate technical, scientific, operational, healthcare, and administrative workforces.
  • Experience supporting organizations responsible for research, education, consultation, healthcare, readiness, or technology development missions.
  • Demonstrated success growing existing contract portfolios, expanding customer relationships, and identifying opportunities for additional support.
  • Familiarity with Air Force research, healthcare, science and technology, or mission-support environments and the ability to effectively navigate complex stakeholder organizations.
