Job Description:
In this role, you will oversee the daily operations of a PA CareerLink® center, ensuring high-quality, integrated service delivery aligned with the Workforce Innovation and Opportunity Act (WIOA). You will lead staff, coordinate with system partners, and drive performance, customer satisfaction, and continuous improvement to meet the workforce needs of job seekers, employers, and the community.
Key Responsibilities:
Operations amp; Service Delivery
  • Oversee day-to-day center operations, ensuring efficient customer flow and high-quality service delivery
  • Supervise staff and assign responsibilities to support integrated service delivery across programs and partners
  • Ensure compliance with WIOA regulations, local policies, and funding requirements
  • Performance Management amp; Continuous Improvement
  • Analyze data related to customer flow, service delivery, and outcomes to identify improvement opportunities
  • Establish and communicate measurable performance standards aligned with system goals
  • Lead continuous improvement efforts to enhance customer experience and program effectiveness

Partner Coordination amp; Stakeholder Engagement
  • Build and maintain strong relationships with workforce partners, businesses, educators, and community organizations
  • Lead cross-partner collaboration efforts to streamline services and reduce duplication
  • Support outreach and marketing initiatives to increase customer engagement
Fiscal amp; Resource Management
  • Collaborate with the Operator and Fiscal Agent to manage site budgets and resource allocation
  • Monitor expenditures and recommend budget adjustments based on data trends and service needs
  • Ensure compliance with resource sharing agreements and funding requirements
  • Facilities amp; Administrative Oversight
  • Ensure facility operations comply with safety and accessibility standards (EEO, ADA, OSHA)
  • Serve as liaison with property management and oversee facility-related matters
  • Maintain adequate inventory of equipment, tools, and materials to support operations

Workforce Planning amp; Staffing
  • Assess staffing needs and coordinate with leadership to address workforce requirements
  • Support staff development, performance management, and training initiatives
  • Foster a collaborative, customer-focused culture across the center

Qualifications:
  • Bachelor’s degree preferred; equivalent combination of education and relevant experience required
  • 3–5 years of experience in workforce development, operations management, or human services
  • Experience supervising staff and managing program operations
  • Knowledge of WIOA programs and workforce development systems preferred
