Senior Program Manager

Full Time, San Antonio, TX

Secret Clearance

Position Overview

We are seeking an experienced Program Manager / Task Manager / Contract Manager to lead contract execution supporting the Defense Health Agency (DHA) enterprise network infrastructure program serving Military Treatment Facilities (MTFs) worldwide.

This key leadership role is responsible for overall contract performance, personnel management, customer engagement, and operational oversight across multiple regions (CONUS, Europe, and Pacific). The Task Manager serves as the primary interface with Government leadership and ensures technical, schedule, cost, and performance objectives are consistently achieved in support of the Department of Defense medical mission.

Key Responsibilities

Contract & Program Leadership

  • Serve as the primary point of contact between the contractor team and DHA Government leadership.
  • Provide overall management and supervision of all contract personnel, including Senior Network Engineers and regional technical teams.
  • Ensure full compliance with Performance Work Statement (PWS) requirements.
  • Oversee cost, schedule, performance, and quality control across all task areas.
  • Lead program reviews, status meetings, and executive briefings.
  • Monitor contract risks and implement mitigation strategies.

Reporting

  • Ensure timely preparation and submission of Monthly Progress Reports (MPRs) and other contract deliverables.
  • Expenditures and budget performance
  • Schedule adherence and progress against milestones
  • Customer satisfaction metrics (including semi-annual survey results)
  • Trouble ticket resolution rates for Tier 0/field issues
  • LAN/WAN/network operational metrics, including circuit status, router configurations, and network downtime, changes to security/firewall configurations
  • Lessons learned, risks, and mitigation strategies
  • Any other government-requested reporting or data analysis

Operational Oversight

  • Ensure consistent delivery of LAN/WLAN/WAN network engineering services across global DHA Medical Treatment Facilities.
  • Coordinate regional activities across CONUS, Europe, and Pacific operations.
  • Validate service levels, performance metrics, and compliance with SLA requirements.
  • Ensure cybersecurity, network standardization, and infrastructure modernization objectives are met.

Personnel & Resource Management

  • Recruit, hire, onboard, and retain qualified technical personnel.
  • Manage staffing plans to ensure continuous mission support.
  • Oversee workforce certifications and compliance with DoD 8570 requirements.
  • Conduct performance evaluations and mentor senior technical staff.

Financial & Administrative Management

  • Oversee contract budgeting, labor tracking, and financial reporting.
  • Review and approve invoices, subcontractor performance, and resource allocations.
  • Ensure documentation, reporting deliverables, and contractual artifacts are submitted accurately and on time.

Strategic & Customer Engagement

  • Advise DHA leadership on program improvements, modernization initiatives, and risk reduction strategies.
  • Provide proactive recommendations to improve operational efficiency and network resilience.
  • Coordinate with Government stakeholders, medical leadership, and technical teams to align mission priorities.

Required Qualifications

  • Active Secret Security Clearance
  • Demonstrated experience managing DoD IT or network infrastructure contracts of similar size and complexity
  • Strong knowledge of enterprise LAN/WLAN/WAN environments
  • Familiarity with DoD cybersecurity requirements and workforce compliance standards (DoD 8570 / 8140)
  • Experience managing geographically dispersed technical teams
  • Proven ability to manage cost, schedule, and performance in a federal contracting environment

Desired Certifications

  • Project Management Professional (PMP)
  • ITIL Foundation or higher
  • IAM Level III (or ability to oversee compliance)
  • CISSP

Education & Experience

  • Bachelor's Degree in Business, Management, IT, Engineering, or related field
  • Minimum 8–10 years of progressively responsible experience managing DoD IT programs

  • Technical or vocational training with
  • 12+ years of directly related experience in federal IT contract management
