Position DescriptionThe Workforce Development Program Manager role oversees a portfolio of initiatives, including external leadership development programs, highly visible internal programs, and division-level adjunct offerings. The position ensures alignment between business needs and training strategies while maintaining high standards for program quality, compliance, and fiscal responsibility. The Program Manager collaborates with stakeholders across all levels of the organization-from field employees to executive leadership and external/public service partners-to deliver effective, data-driven development solutions. Key responsibilities include managing program operations, vendor partnerships, contracts, invoicing, evaluation processes, and performance reporting. This role requires strong communication, strategic thinking, and the ability to translate complex information into actionable insights that drive workforce capability and organizational success.
Essential Duties:- Lead end-to-end workforce development programs (plan, deliver, evaluate, and improve) to achieve
statewide impact, including highly visible internal initiatives and division adjunct programs. - Assess capability gaps and translate business needs into a prioritized training and development strategy aligned with organizational goals.
- Manage external leadership development programs and vendor partnerships, including contract oversight, performance monitoring, and invoicing/payment processing in compliance with procurement guidelines.
- Oversee training operations, including scheduling, enrollment, tracking, and recordkeeping for in-person and virtual programs, while maintaining training calendars, documentation, and SOPs.
- Partner with leadership to support competency-based development.
- Design and lead program evaluation strategies (surveys, focus groups, and feedback mechanisms); analyze results and implement improvements while standardizing evaluation methods and reporting.
- Develop and present executive-ready reports, dashboards, and briefings to support data-driven decision-making.
- Ensure compliance with training standards, certification tracking, and audit-ready documentation.
- Engage stakeholders across all levels --field staff, frontline employees, executive leadership, and external/public service partners --through clear communication, facilitation, and program representation.
- Provide mentorship, customer support, and contribute to cross-functional initiatives and special projects.
- Performs other duties as assigned.
Minimum Qualifications:Education:Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:4 years of experience in coordinating/managing training, workforce development, or organizational development programs, or related work experience (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications:Valid driver's license. This position requires driving a state vehicle.
Competencies:Extensive knowledge of:
- Workforce development and talent management concepts (capability assessment, competency frameworks, leadership
development, succession planning). - Program/portfolio management methods, performance measurement, and continuous improvement practices.
- Adult learning principles; instructional design and training delivery approaches (ILT, VILT, hybrid).
- Evaluation methodologies (e.g., Kirkpatrick), survey design basics, and qualitative/quantitative analysis concepts.
- Vendor/contract management and public-sector-style financial controls (budgets, invoicing, compliance documentation).
Expert skill in:
- Program/project planning, execution, and risk management across multiple concurrent initiatives.
- Stakeholder engagement, facilitation, and influencing without authority; customer service orientation.
- Survey development, data analysis, and insight storytelling (reports, dashboards, presentations).
- Vendor management and coordination of external training partners and programs.
- Using Technology such as: Learning Management Systems (LMS), Microsoft Office 365 (Excel, PowerPoint, Teams), and survey tools (e.g., Qualtrics, Forms, SurveyMonkey, PollEverywhere).
Ability to:
- Communicate effectively, both verbally and in writing
- Prioritize and manage competing deadlines across a statewide portfolio.
- Synthesize complex information and translate it into clear recommendations for executives and stakeholders.
- Build partnerships across districts/divisions and work effectively in ambiguous or changing environments.
- Maintain accuracy, confidentiality, and audit-ready documentation while delivering strong customer support.
