Job description

THE POSITION As an Equal Opportunity Specialist 2 with the Department of Transportation, you will help guide important workforce development initiatives. You will build relationships, review program progress, and support efforts that expand training and job opportunities. This position provides a meaningful way to support fair access and program compliance.

Your work will help PennDOT and its partners strengthen the construction workforce across the state. DESCRIPTION OF WORK This position supports PennDOT's workforce development initiatives by coordinating projects, reviewing program compliance, and working with internal and external partners. You will play an important role in promoting fair access to training and ensuring programs follow all requirements.

As an Equal Opportunity Specialist 2, you will perform the following duties: Project Management: Coordinate workforce development initiatives and review program progress with staff and partners Program Compliance: Monitor contractor, vendor, and trainee compliance through report reviews and audits Performance Tracking: Maintain data to assess program results and identify underutilization of minority and women trainees Vendor Oversight: Review work statements, monitor reports, and evaluate invoices for accuracy Partner Support: Provide training, guidance, and technical assistance to staff, contractors, and workforce partners Relationship Building: Develop effective working relationships with employers, agencies, and program stakeholders Interested in learning more. Work Schedule and Additional Information: Full-time employment Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.

Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office.

The ability to telework is subject to change at any time. Additional details may be provided during the interview. Worksite Assignment: May be assigned to Commonwealth Keystone Building in Harrisburg or the closest available DOT field office to the employee's home or current work location.

This position requires some travel throughout the state. Salary: In some cases, the starting salary may be non-negotiable. You will receive further communication regarding this position via email.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor's degree; or An equivalent combination of experience and training. Other Requirements: You must meet the PA residency requirement.
