Program Overview
RIVA Solutions supports the National Oceanic and Atmospheric Administration (NOAA) under the NOAA Enterprise IT Services (NEITS) contract, delivering mission-critical enterprise IT, telecommunications, and network services that enable NOAA’s operational and scientific mission nationwide.
The NEITS program supports enterprise infrastructure operations, telecommunications systems, and secure network services connecting research facilities, mission centers, and data environments across the country. Successful execution of this program requires disciplined engineering, operational excellence, and secure network modernization to ensure performance, resilience, and continuity across a complex federal IT environment.
Position Overview
RIVA Solutions is seeking a mid-level Wireless Network Engineer to join our Network Engineering team in support of a NOAA client. This role is responsible for designing, deploying, optimizing, and supporting secure enterprise wireless infrastructure across multi-building and campus environments, ensuring reliable connectivity for mission users and connected devices.
The ideal candidate brings strong hands-on wireless engineering experience, a solid understanding of RF and enterprise WLAN design, and the ability to support modern wireless technologies within a secure federal environment. This position is well suited for an engineer who enjoys both operational support and forward-looking wireless modernization initiatives.
Core Responsibilities • Design, deploy, configure, and optimize enterprise wireless LAN infrastructure across federal client facilities, including controllers, access points, and wireless LAN management platforms, primarily Aruba/HPE • Perform predictive, passive, and active site surveys; produce heatmaps, access point placement diagrams, and bill-of-materials documentation to meet coverage, capacity, and security requirements • Implement and maintain 802.1X authentication, WPA3-Enterprise, and RADIUS integrations with Aruba ClearPass or equivalent network access control platforms • Enforce role-based access policies and certificate-based device onboarding for secure wireless access • Support secure wireless architectures aligned with NIST SP 800-153, NIST SP 800-97, CNSSI 1253, and agency-specific STIGs • Remediate findings from ACAS/Tenable scans and STIG reviews in coordination with cybersecurity teams • Monitor wireless performance, RF health, and end-user experience using Aruba Central or similar tools; triage and resolve incidents within contractual SLA targets • Partner with routing and switching, cybersecurity, and systems teams to integrate wireless with campus LAN, SD-WAN, and Zero Trust initiatives • Support advanced wireless initiatives including micro-segmentation, private 5G/CBRS pilots, and guest/BYOD isolation strategies • Develop and maintain engineering artifacts including high-level designs, low-level designs, configuration standards, runbooks, standard operating procedures, and as-built documentation • Lead and document change requests through the client’s ITIL-aligned change management process, including participation in CAB reviews and off-hours maintenance windows as required • Contribute to knowledge transfer, lessons learned reviews, and internal training on wireless technologies and engineering best practices Minimum Qualifications • Bachelor’s degree in Computer Science, Information Systems, Electrical Engineering, or a related technical field, or equivalent relevant experience • Seven or more years of hands-on experience designing, deploying, and operating enterprise wireless networks in medium-to-large environments supporting 1,000+ endpoints • Demonstrated proficiency with at least one major wireless platform, preferably Aruba • Working knowledge of 802.11a/b/g/n/ac/ax standards, including Wi-Fi 6/6E, RF fundamentals, and antenna theory • Experience implementing 802.1X/EAP, RADIUS, PKI-based authentication, and guest portals using Aruba ClearPass or comparable NAC solutions • Proficiency with site survey and RF design tools • Strong troubleshooting, documentation, and communication skills • U.S. Citizenship required and ability to obtain and maintain a Public Trust / Moderate Risk suitability Preferred Qualifications • Active Public Trust clearance at time of application • Industry certifications such as CWNA, CWDP, CWSP, CCNP Enterprise (Wireless concentration), or Aruba ACMP/ACMX • Working knowledge of emerging Wi-Fi 7 standards and spectrum analysis • Certification such as Security+ CE sufficient for IAT Level II environments • Exposure to Zero Trust Architecture principles and integration of wireless with SASE and SD-WAN platforms • Scripting or automation experience with Python, Ansible, or infrastructure-as-code tools such as Terraform for network configuration and validation • Prior experience supporting federal civilian agencies, preferably DOC or NOAA Salary
