Electronics Technician Maintenance I – FRCNW ALQ-99 Tactical Jamming System (TJS) Location: NAS Whidbey Island, Oak Harbor, WA Clearance: Active DoD Secret clearance required Shift: Day or swing shift based on program need Strategic Technology Institute, Inc. is seeking Electronics Technician Maintenance I candidates to support U.S. Navy FRCNW ALQ-99 Tactical Jamming System (TJS) Intermediate-Level and Depot-Level maintenance at NAS Whidbey Island. This entry-level electronics maintenance role performs simple and routine electronics tasks under close supervision while building proficiency in ALQ-99 TJS maintenance, Navy maintenance documentation, electronic test equipment, safety practices, and local work-center procedures. ETM I personnel assist higher-level technicians with ALQ-99 inspection, troubleshooting, repair, modification, testing, preservation/de-preservation, and ready-for-issue production work. Key Responsibilities: - Perform basic electronics maintenance tasks following detailed technical instructions, work orders, maintenance procedures, and supervisor or senior technician guidance. - Replace components, wire circuits, repair simple electronic equipment, perform continuity checks, and take test readings using common instruments. - Assist ETM II and ETM III personnel with ALQ-99 TJS WRA/SRA inspection, troubleshooting, disassembly, removal/replacement, repair, modification, assembly, functional testing, and maintenance documentation. - Support scheduled and unscheduled maintenance, conditional/special inspections, Technical Directive compliance/modifications, preservation/de-preservation, and ready-for-issue production objectives. - Perform basic corrosion prevention/treatment incidental to the maintenance action when trained and directed, such as cleaning and treating minor surface corrosion in accordance with technical data and local procedures. - Document work in required forms, logs, records, work orders, and electronic systems as directed. - Maintain good tool accountability and interface with the Government-operated Tool Room to issue/receive tools as directed. - Follow established FOD prevention, tool control, HAZMAT, ESD/EMI, METCAL, IMRL, Support Equipment PMS, corrosion control, 2M awareness, safety, PPE, records, and local work-center procedures. - Operate Category 3 crane and ALQ-99 test equipment if assigned and properly trained/certified. - Work safely around electronic assemblies, test equipment, support equipment, technical publications, and Government work-center processes. Labor Category Description / SCA Alignment: This role applies basic technical knowledge to perform simple or routine tasks following detailed instructions. Typical tasks include replacing components, wiring circuits, repairing simple electronic equipment, and taking test readings using common instruments such as digital multimeters, signal generators, semiconductor testers, curve tracers, and oscilloscopes. Work is performed under close supervision and is checked frequently for accuracy. Required Qualifications: - Active DoD Secret clearance required. - U.S. citizenship; ability to maintain Secret eligibility, obtain/maintain CAC, and meet NAS Whidbey Island base access requirements. - Electronics training, military technical school, vocational/technical coursework, avionics/electronics exposure, or equivalent hands-on electronics maintenance experience. - Ability to follow detailed technical instructions, work safely, document work accurately, and accept technical guidance from senior technicians and supervisors. - Ability to use or learn to use common electronic test equipment such as digital multimeters, oscilloscopes, signal generators, semiconductor testers, curve tracers, or similar instruments. - Ability to complete or maintain required ALQ-99/ECASS, NAMP, NAVOSH, HAZCOM, CUI, PII, Active Shooter, Corrosion Control, Overhead Crane, and work-center training as directed. - Ability to work assigned day or swing shift and support occasional weekend/holiday work if operationally required. Preferred Qualifications: - Prior avionics, electronics repair, Navy/DoD maintenance, ALQ-99, ECASS, RF, electronic warfare, soldering, ESD-controlled work, or 2M exposure. - Experience documenting work in aviation maintenance systems such as OOMA/NALCOMIS or similar systems. - Prior work in a military maintenance shop, depot repair environment, aviation electronics shop, or technical training pipeline. General Program Information: Program: Support U.S. Navy Fleet Readiness Center Northwest (FRCNW) ALQ-99 Tactical Jamming System (TJS) production and maintenance at NAS Whidbey Island, Oak Harbor, WA. Scope: Intermediate-Level (I-Level) and Depot-Level (D-Level) off-aircraft maintenance support for ALQ-99 TJS pods, components, weapon-replaceable assemblies (WRAs), shop-replaceable assemblies (SRAs), and associated support equipment. Work includes scheduled and unscheduled maintenance, WRA/SRA inspection and repair, troubleshooting, functional testing, preservation/de-preservation, technical directive compliance/modifications, maintenance documentation, material support, and basic corrosion prevention/treatment incidental to the maintenance action. Work Center: Work is performed in a Government work center coordinated with FRCNW/COR-designated Government maintenance representatives. Contractor personnel may work alongside an I-Level military workforce. This is a new workload requirement with no incumbent contractor workforce. Schedule: Current expected maintenance shifts are day shift 0630-1500 and swing shift 1430-2300. Assigned shift depends on program need. A straight-time CONUS work week is generally 40 hours. Weekend/holiday work or shift changes may be required by operational commitment, with advance notice when practicable. Security: Active DoD Secret clearance is required for performance. Candidates must be U.S. citizens able to maintain Secret eligibility, obtain/maintain a Common Access Card (CAC), and meet NAS Whidbey Island base access requirements. Compliance: Personnel must follow applicable Navy aviation maintenance procedures, CNAFINST 4790.2/NAMP requirements, NAMPSOP/local work-center procedures, Ground Operations Procedures, FOD prevention, tool control, HAZMAT, ESD/EMI, corrosion control, METCAL, IMRL, Support Equipment PMS, 2M, Technical Directive compliance, safety, records, and security requirements.
