What You Will Do:
  • Lead and manage disaster recovery and resilience engagements for state, local, and territorial (SLT) clients, with a focus on CDBG-DR, FEMA Public Assistance (PA), and other federal recovery programs
  • Oversee the design, implementation, and optimization of federally funded grant programs, ensuring compliance with HUD, FEMA, and OMB Uniform Guidance (2 CFR 200)
  • Manage client relationships, serving as a trusted advisor to senior government officials on disaster recovery strategy, funding utilization, and program delivery
  • Direct the development of policies, procedures, and internal controls to support compliant and efficient grants management
  • Lead grant lifecycle activities, including application intake, eligibility review, environmental and historical compliance, duplication of benefits (DOB) analysis, and closeout
  • Provide oversight of FEMA PA project formulation, cost recovery strategies, and documentation compliance
  • Manage and mentor teams, ensuring high-quality deliverables, staff development, and effective project execution
  • Support business development activities, including proposal development, client presentations, and solution design for disaster recovery and resilience opportunities
  • Collaborate with cross-functional teams to integrate data analytics, technology solutions, and process improvements into recovery programs
  • Monitor regulatory changes and emerging trends in federal disaster funding to advise clients proactively

What You Will Need:
  • Bachelor's degree from an accredited college or university
  • Minimum of 5+ (FIVE) years of experience in disaster recovery, emergency management, or federal grants management
  • Demonstrated experience with CDBG-DR and/or FEMA Public Assistance (PA) programs
  • Strong knowledge of federal grants regulations, including 2 CFR 200 (Uniform Guidance) and agency-specific requirements (HUD, FEMA)
  • Experience managing projects and teams, including budgeting, staffing, and timeline oversight
  • Ability to work directly with government clients and senior stakeholders
  • Strong analytical, problem-solving, and communication skills
  • Serve as a trusted advisor to clients on risk management, compliance strategy, and program optimization
  • Willingness to travel as needed to support client engagements
  • No sponsorship is available for this position

What Would Be Nice To Have:
  • Direct experience supporting large-scale disaster recovery programs (e.g., hurricanes, tornadoes, wildfires, floods etc.)
  • Experience with CDBG-DR/MIT, FEMA PA, Hazard Mitigation (HMGP), or BRIC programs
  • Familiarity with grant management systems (e.g., DRGR, FEMA Grants Portal)
  • Experience with duplication of benefits (DOB), environmental review (NEPA), and mitigation planning
  • Background in process improvement, data analytics, or technology-enabled grants management solutions
  • Prior consulting experience or experience working in a client-facing, advisory role

The annual salary range for this position is $102,000.00-$170,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
