Job description

Systems Planning Corporation (SPC), a subsidiary company of GAI Consultants, Inc. is seeking two Lead Environmental Inspectors to work on a project in Texas. We are looking for individual with a complete working knowledge of all environmental aspects of a pipeline construction project, including but not limited to: wetland crossings, stream crossings, agricultural lands, residential construction, cultural resources, and erosion and sediment control design and implementation.
General Characteristics
  • Contractor implementation of environmental conditions and mitigation measures as set forth in Client Plans and Procedures, the FERC Certificate, and all other permits, clearances, or other authorizing documents;
  • Coordination with any third-party Compliance Monitors;
  • Installation, maintenance, and removal of erosion and sediment control measures, including photo documentation;
  • Crossings of flowing waterbodies, including any deviation from plans and photo documentation before, during, and after
  • Construction and restoration;
  • Right-of-way restoration including reseeding;
  • Coordination/Implementation of any requirements for cultural or natural resource specialists;
  • Construction variances;
  • Daily inspection reports, including photo documentation, compilation and processing;
  • Field audits with photo documentation, including audits of Contractor spill and fire containment kits, and erosion controls;
  • Contractor spill response, including reports listing material(s) involved, quantity, location;
  • Installation of all Project signage and environmental flagging and,
  • Environmental training and documentation for new Project personnel.

Physical Requirements
  • Ability to hike moderate distances through unimproved terrain, utility rights-of-way, in remote areas, etc.
  • Ability to hear and visualize potential hazards during fieldwork or site visit situations.
  • Ability to occasionally lift 20 pounds.

Minimum Years of Experience
  • Minimum of 4-7 years of experience in managing or supervising environmental compliance during pipeline construction or 3-5 years of experience with a degree in a related field.

Qualification Requirements
  • Extensive previous experience as an Environmental Inspector or Lead Environmental Inspector on a recent pipeline project.
  • Complete working knowledge of all environmental aspects of a pipeline construction project, including but not limited to: wetland crossings, stream crossings, agricultural lands, residential construction, cultural resources, and erosion and sediment control design and implementation.
  • Strong communication and coordination skills. Strong technical knowledge to ensure compliance with environmental and safety regulations.

  • H.S Graduate

  • Driver's License

Technical Responsibilities
  • Reviewing plans and specifications in preparation for field observations on construction sites.
  • Conduct tests and investigations in the field or laboratory to obtain data used by engineering and technical personnel in determining physical properties of construction materials.
  • Collect soil, asphalt and concrete samples, prepare samples for testing, record data, and prepare summary report.
  • Documenting field activities, observations, and testing results on projects.
  • Perform laboratory and field tests according to prescribed procedures, processes and standards.
  • Use specialized equipment and apparatus to prepare analyses, reports and / or technical drawings.
  • Communication of field and laboratory testing results with staff, contractors, and clients
