Job description

The Senior Knowledge Management and Portal Integration Lead is a senior, hands-on technical and delivery role supporting the design, configuration, integration, deployment, and sustainment of enterprise portal, workflow automation, and knowledge management capabilities.

The position leads the translation of operational and knowledge management requirements into portal workflows, content structures, dashboards, integrations, user stories, acceptance criteria, and release priorities. The individual serves as the deputy technical and delivery lead for the portal team and provides backup coverage for the Web/Portal Developer SME.


This is not a traditional project-management-only position. The individual is expected to contribute directly to solution design, portal configuration, workflow development, integration planning, testing, troubleshooting, documentation, training, and release execution.


Primary Responsibilities:

  • Lead the design and continuous improvement of knowledge management workflows, content governance models, metadata structures, taxonomies, enterprise search, document routing, and information lifecycle processes.
  • Translate Government operational requirements into technical requirements, user stories, workflow designs, backlog priorities, acceptance criteria, and implementation plans.
  • Configure and enhance enterprise portal capabilities supporting task management, document routing, reporting, dashboards, notifications, collaboration, data reuse, and role-based access.
  • Support the design, development, testing, and sustainment of Microsoft 365 and SharePoint-based capabilities, including workflows, lists, libraries, forms, dashboards, search, permissions, and automated content routing.
  • Coordinate portal and application integrations, including data exchange, API requirements, interface dependencies, identity and access requirements, and Government approval activities.
  • Participate directly in sprint planning, backlog refinement, solution design, development, configuration, testing, release planning, and post-release validation.
  • Establish and maintain technical documentation, configuration records, knowledge repositories, operating procedures, training materials, release notes, and user guidance.
  • Evaluate portal usage, workflow performance, content quality, search effectiveness, and user feedback, recommending enhancements that improve accessibility, efficiency, and operational readiness.
  • Coordinate customer demonstrations, requirements sessions, user acceptance testing, training, and adoption activities.
  • Serve as the alternate technical lead when the Web/Portal Developer SME is unavailable, including customer coordination, troubleshooting, release decisions, and work assignment.
  • Conduct peer reviews of workflows, configurations, documentation, technical designs, and development work products.
  • Mentor and cross-train other team members to ensure continuity of portal development, administration, integration, and customer support.
  • Support technical troubleshooting involving portal functionality, workflow logic, permissions, authentication, data structures, integrations, reporting, and system performance.
  • Ensure solution changes follow applicable configuration management, cybersecurity, records management, quality-control, and release-management requirements.


Required Qualifications:

  • Must have:
    • Fourteen years of relevant experience, or
    • Bachelor’s degree plus ten years of relevant experience, or
    • Master’s degree plus eight years of relevant experience, or
    • PhD plus four years of relevant experience.
  • AND
    • Experience designing, implementing, or sustaining enterprise portals, knowledge management platforms, workflow automation systems, or business applications.
    • Experience with Microsoft 365, SharePoint, enterprise collaboration platforms, workflow tools, or comparable portal technologies.
    • Experience translating operational requirements into technical designs, configurations, workflows, user stories, and acceptance criteria.
    • Experience with application integration, APIs, data exchange, automated workflows, testing, troubleshooting, and release coordination.
    • Demonstrated ability to lead technical assignments while remaining directly involved in solution delivery.
    • Ability to communicate effectively with technical personnel, Government stakeholders, program leadership, and end users.
    • Active Secret clearance or ability to satisfy the contract’s applicable clearance requirement.


Preferred Qualifications

  • Experience with React, TypeScript, JavaScript, SPFx, Power Platform, REST APIs, Microsoft Graph, or comparable web-development technologies.
  • Experience with Department of Defense task management, correspondence management, workflow automation, or knowledge management environments.
  • Experience with Agile development, sprint planning, backlog management, configuration management, DevSecOps, and user acceptance testing.
  • Previous experience developing, configuring, integrating, or supporting components used within an Enterprise Software-based Dashboard solution.


Work Location: Remote, supporting Fort Shafter, Hawaii operating hours, with travel as authorized and required
