Performs highly advanced (senior-level) web design, governance and development work as part of the Digital Communications and Creative Design team within the Benefits Communications (BCOM) Division. This role, working with the website team, leads complex web design, development and technical implementation efforts for client’s public-facing website and may support broader digital initiatives including any necessary support for client’s Connect Intranet site. Responsibilities include advanced website maintenance, technical troubleshooting, designing widgets and workflows, recommending and integrating new web technologies, ensuring adherence to best practices, managing web content governance and review schedules and contributing to digital projects such as interactive tools, multimedia and other member-facing and internal digital communications efforts. Works under minimal supervision from the BCOM Assistant Director with considerable latitude for initiative, technical decision-making and independent judgment.

Duties and Responsibilities

Essential Functions:

Website Development

  • Leads complex website projects, redesigns and functionality enhancements from concept through deployment.
  • Leads SEO improvements, modern UX design, information architecture updates and performance optimization.
  • Collaborates closely with IS development teams on HTML, CSS, JS, components, template improvements and widget development.
  • Performs advanced website maintenance, including designing, updating, modifying layouts and ensuring cross browser/device compatibility and optimization.
  • Provides advanced technical troubleshooting, including resolving broken links, site errors, and functionality issues.
  • Implements and maintains compliance with web standards and accessibility guidelines.
  • Uses analytics tools to monitor traffic, user behavior, and performance metrics; produces strategic reports and makes recommendations for updates as needed.
  • Serve as CMS expert—with preferred experience in Kentico or similar CMS—providing guidance on system-level enhancements as appropriate.
  • Acts as a primary technical advisor for defining business requirements for new digital capabilities.
  • Contributes to or leads digital projects that extend beyond web content, such as interactive tools, multimedia and digital communications initiatives.

Website Administration

  • Manages and performs complex content updates, ensuring accuracy, accessibility, brand consistency and alignment with agency communication goals.
  • Leads proactive cross divisional content reviews to ensure information remains current, accurate, and timely, while advising content owners and requesting divisions on best practices for layout, design and user experience.
  • Supports the web team to manage website content and web page development.
  • Works with agency subject matter experts (SMEs) to review and update webpages and content regularly and in accordance with website policies. Helps ensure website meets applicable accessibility standards.
  • Participates in usability testing and website assessments.
  • Reviews and reports website analytics and recommends webpage changes and or improvements as needed.
  • Contributes technical expertise to digital communications projects, including graphics, photography, video and multimedia enhancements as part client’s overall digital strategy.

Website Governance

  • Works with the current website administrator to manage and improve web governance, including streamlining review schedules and BCOM workflows
  • Develops, manages and maintains a streamlined agency-wide content review schedule, governance processes and workflows to improve efficiency and content quality.
  • Supports server-related responsibilities such as monitoring performance, troubleshooting issues in collaboration with Information Systems and minimizing downtime through timely issue escalation and resolution.
  • Monitors and analyzes website traffic, user behavior, site speed and capacity; generates reports and provide insights on a regular cadence to guide improvements.
  • Implements and supports security practices that protect the website from vulnerabilities, maintain backups and ensure compliance with accessibility standards and website regulations.
  • Troubleshoots technical issues including broken links, page errors, search issues and functionality problems; provides timely solutions to maintain a seamless user experience.
  • Collaborates with BCOM team members and IS on web requirements, Statements of Work, RFPs and implementation of new or upgraded CMS platforms and related technologies.
  • Serve as a key partner in cross-divisional workgroups and Website Governance Committee initiatives, providing recommendations for improving site structure, content quality and user experience.
  • Confers with the Office of the General Counsel (OGC) and client’s current accessibility professionals in BCOM and IS as needed regarding regulatory requirements related to website functionality and accessibility standards

Knowledge of:

  • Web administration principles, web application architecture, and enterprise web technologies.
  • Web servers, content management systems, web accessibility standards (WCAG/Section 508), and web security best practices.
  • Programming and scripting languages, database concepts, and software development methodologies.
