Job description

Vista Innovative Solutions, LLC (VIS) is searching for a VTC Engineer to support our ongoing mission in Rock Island, IL.
In this role, the VTC Engineer serves as a subject matter expert in classified and unclassified audio and video teleconferencing (VTC) networks to include Human/Machine Interface equipment (HMI).
This labor category will provide advanced technical analyses of VTC automation challenges and problems. The personnel assigned to this category will develop/identify VTC technical solutions responsive to the customer needs, ensure information exchange, and train team members by involving in the technical configurations for hardware support.
What You'll Do:
  • Recommend and provide procedures, policies, and technical solutions to VTC challenges and automation opportunities.
  • Participate in the planning and execution of VTC network installations and hardware upgrades and be a technical point of contact for all matters related to the contractor's VTC efforts.
  • Perform complex computer system trouble restoration on conferencing and communications equipment utilized by the high-level customers
  • Responsible for the operation of complex state-of-the-art cryptologic equipment, including an understanding of classified keying materials and the provision of technical and operational guidance for operating and maintaining the secure command and control video teleconferencing systems
  • Responsible for analyzing customer requirements and designs for a new system or enhancements of an existing system to meet functional and operational specifications and evaluate commercial products and new technology.
  • Design and develop from concept to completion, simple and complex technical solutions.
  • Preparation of written documents for design reviews, user training and operational guides are essential.
  • Analyzes test and acceptance data to ensure compliance with required specifications for acceptance of the circuitry into the Defense Information Infrastructure (DII) and performs trouble restoration and maintenance functions necessary to maintain the VTC network.
  • Perform remote network management functions utilizing proprietary software to resolve operational problems throughout the network
  • Re-engineer of communication circuits to effect integration or restoration to the VTC network.
  • Provides assistance to VTC Technician to analyze, isolate, and correct operational faults on video
    teleconferencing (VTC) systems
  • Conduct quality assurance tests to identify project failures and refine
    existing processes. Review documentation to ensure that it meets testing standards, document troubleshooting and restoral activities
  • Assist with install, repair, and maintenance of equipment and racks; fabricate cables; conduct preventive maintenance; and perform other duties as assigned.
  • Prepare statistics, shortfall letters, and inform higher echelon of the status of local capabilities and trends.

  • Experience working with various software tools including but not limited to MS Office, web browsers, NNM, Telnet, etc.
  • Individual must be highly organized and able to follow defined procedures while working in a team environment.
  • Adheres to IA regulations and compliancy for multi-classification multimedia systems.
  • Knowledge of various VTC hardware & software brand(s) of equipment (Crestron, Polycom, Tandberg, Cisco, etc.).
  • Working knowledge of routing equipment and their interfaces with VTC hardware

Qualifications:
  • A Bachelor's degree in Computer Science, Information Technology OR equivalent combination of education, training and experience.
  • Experience must include significant work with VTC equipment.
  • A minimum of five (5) years of combined experience of specialized training and experience in telecommunication systems operations and management.
  • Experience must have been acquired within the last ten years.
  • Current and continuous experience in the field of telecommunications and operations in largescale voice, video teleconferencing, secure switching, transmission and data networks.
  • The employee is required to possess a level of experience and proficiency to perform moderate to complex technical end-to-end testing of US Military Command, Control and Communications (C3) VTC Circuits.
  • A demonstrated knowledge of and experience with Department of Defense (DOD) military missions, structure, doctrine, technical standards and specifications, and security requirements.
  • A/V systems knowledge including cameras, displays, and echo cancellation systems used for audio and video conferencing.
  • Previous experience installing and troubleshooting on a large scale VTC infrastructure network and end user VTC systems.
  • Demonstrated knowledge and experience on the following equipment:
    • CODECs (Tandberg or Polycom)
    • ISDN Modems (ADTRAN ISU-512 or similar)
    • Encryption devices (KIV-7, TACLANE, KG-194 or similar)
    • Controller systems (CRESTRON or similar)
    • Desktop VTC Units (Tandberg or Polycom)
  • Familiarity with both Dial-up (Switched) and Dedicated Subscriber Facilities with knowledge of the different Multi-point Conference switching modes; Voice activated, Lecture, Chair Control and Continuous Presence
  • Previous experiences with Voice/Video over IP (VoIP) systems and their deployments.

CERTIFICATIONS/REGISTRATION/LICENSING:
Should possess verifiable certification in related areas and have clear goals of additional certifications needed to support emerging technologies.
Must have (1) of the following: CompTIA Security+, A+ or Network+ prior to hire.
SECURITY CLEARANCE:
The candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information by possessing or obtaining and maintaining a U.S. Secret Security Clearance. If an employee is unable to obtain and maintain a Secret Clearance, the employee will be released from the company.
