ASRC Federal is seeking a dynamic and strategic leader to serve as Vice President of Operational Excellence, a critical role responsible for driving enterprise-wide performance, consistency, and continuous improvement. This key executive will have grown up in the world of program management with 15 years of progressive experience that naturally progressed into responsibilities for bringing PM best practices and gold standards to business units or operating groups across the enterprise, organically including a substantial skill set with quality frameworks such as CMMI or other Quality Management Systems designed to meet unique, evolving federal government standards.  

Summary: The VP of Operational Excellence will integrate and implement (across all business lines) Program Management, Quality, Environmental Health and Safety (EH&S), and Continuous Improvement functions that are critical to the company’s execution performance and long-term strategic goals. This high-impact leader will develop and execute strategies that enable best-in-class program performance, foster a culture of accountability and continuous improvement, and enable scalable growth across businesses and programs.

Responsibilities/Duties:

  • Lead the design, implementation, and governance of the program management, quality, EH&S, independent review, risk management, and continuous improvement functions to achieve ASRC Federal’s business goals and objectives.
  • Create enterprise policies and procedures to enable program execution.  Develop and lead the delivery of a program management training curriculum.
  • Establish and maintain key operational metrics and analytics for alignment and accountability for programs across the company, including cost, schedule, quality, and technical performance measures, relevant strategic plan KPIs for Program Management, Quality, and EH&S, customer satisfaction, and other metrics indicative of program health.
  • Identify critical performance gaps, inefficiencies, and constraints that are impacting program performance.  Drive improvements in customer satisfaction and service delivery excellence.
  • Help lead change management efforts across large-scale initiatives involving multiple teams and stakeholders.
  • Develop and manage a scalable Operational Excellence infrastructure of process/procedure libraries and knowledge management.  Work closely with stakeholders to simplify decision making, simplify existing processes and remove redundant processes, and ensure performance metrics reflect key strategic goals.
  • Ensure strong cross-functional alignment with Shared Services and Operating Group teams, including Finance, HR, IT, CTO, Business Development, and Communications to support organizational wide process improvement and operational efficiency.
  • Develop leadership capabilities, succession planning, and a high-performance culture.

Qualifications:

  • Bachelors in Business Management, Technical Management, Engineering (Systems Engineering preferred), or related field.
  • Certification Requirement: Project Management Professional (PMP) Certification
  • 15+ years of experience in program management with demonstrable, direct responsibility for the execution and performance of programs and program portfolios
  • 7+ years of experience in cross-functional process improvement and operations roles to include direct experience with Quality Frameworks and Quality Management Systems designed to meet industry standard certification requirements (e.g. ISO 9001, CMMI Level 3) within the aerospace and defense services or government contracting sectors.
  • Senior-level experience in operations, strategy, enterprise quality and risk management. 
  • Proven track record in large-scale change and operational efficiency initiatives.
