Position Description & Qualifications Serco has a new Senior Risk Program Manager position available now in Arlington, VA with the F-35 Joint Program Office (JPO). The F-35 Joint Program Office (JPO) is a joint, multi-national program and is the Department of Defense's (DoD) focal point for defining affordable next generation strike aircraft weapon systems among the United States (U.S.) Air Force (USAF), U.S. Navy (USN), U.S.

Marine Corps (USMC), and U.S. allies currently composed of seven (7) cooperative international partners: the United Kingdom, Italy, Netherlands, Canada, Australia, Denmark, and Norway; as well as Foreign Military Sales (FMS) customers. The F-35 is the next generation strike fighter bringing cutting-edge technologies to the battle-space of the future.

The F-35's advanced airframe, autonomic logistics, avionics, propulsion systems, stealth, and firepower will ensure that the F-35 is the most affordable, lethal, supportable and survivable aircraft ever to be used by so many warfighters around the world. The JPO is a product-aligned organization comprised of Program Management Offices (PMOs) designed to deliver five major products across the acquisition lifecycle: Air Vehicle, Propulsion, Combat Data Systems, Training Systems & Simulation, and Maintenance Systems. Our Senior Risk Program Manager (PM), located at Crystal City, VA, supports the F-35 Air Vehicle (AV) Program Management Office (PMO) providing lifecycle cost, schedule, and performance of aircraft, avionics, sensors, weapons integration, and modifications in the F-35 Lightning II Enterprise.

The PM supports AV PMO in delivering 5th Generation tactical aircraft to U.S. Services, Partners, and FMS customers. In this role, you will: * As the Sr Risk PM to support Air Vehicle: * Serve as the Subject Matter Expert (SME) supporting the Production Execution Group in all areas of program risk management.

* Support Air Vehicle, Vehicle Systems, and Mission Systems PMOs with Program Executive Officer (PEO)-level risk management activities and boards. * Assist in the development, drafting, and revision of the Joint Program Office (JPO) Risk Management Plan. * Facilitate and implement Risk Management Tool (RMT) training across the F-35 JPO enterprise.

* Support and participate as the Risk Management SME in the JRWG, a monthly joint Government and industry risk forum, and the quarterly Joint Executive Risk and Opportunity Management Board (EROMB), including preparation and delivery of senior leadership briefings. * Demonstrated ability to communicate effectively with senior-level leadership and engage collaboratively with Government, industry, and cross-functional stakeholders. * Strong verbal and written communication skills with experience briefing complex risk issues, mitigation strategies, and program impacts to executive-level audiences.

* Review and assess program documentation, including Systems Engineering Plans and related acquisition/program management artifacts, to support risk identification, analysis, and mitigation efforts. * Experience coordinating across multiple stakeholders to facilitate risk-informed decision-making within a complex acquisition environment. * As a SR Risk PM to support Air Vehicle (AV) Mission Systems (MS) in these areas: * F-35 Block 4 Modernization - assist AV PMO in providing airborne systems capable of operating effectively in highly contested battle spaces now and in the foreseeable future.

* Specialized Engineering - assist AV PMO in ensuring that the AV meets the approved design requirements. * Weapons - assist AV PMO in providing lifecycle management of unique aircraft hardware that allow for carriage and employment of weapons; assist in coordinating across the F-35 enterprise and external weapons programs to ensure necessary designs are implemented across the Air System to permit the effective employment of weapons. * Digital Systems - assist AV PMO in providing program management and life cycle support in the development and fielding of Digital Core, Digital Infrastructure, Software Development, Digital Engineering, and Cybersecurity initiatives.

* Air System Integration - assist the AV PMO in life cycle management and support for the development, integration, and test of capabilities contained and fielded as an Air System Configuration. * As a Risk PM to support AV Vehicle Systems (VS) in these areas: * Air Vehicle, Air Vehicle Support Equipment, Pilot Flight Equipment, Ancillary Mission Equipment, Tooling and Test Equipment, Diminishing Manufacturing Sources, Initial Spares, Helmet Mounted Display System, and and Lightning Support Team. To be successful in this role, you will have: * The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 3 days per week, each week.

Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. * An active DoD Secret security clearance.

* A Master's Degree in Science, Engineering, Business Management or related discipline and 10 years experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management; and a minimum of 6 years out of 10 years of recent work experience related to analysis and planning. * OR a Bachelor's degree in Science, Engineering, Business Management or related discipline and 12 years experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management; and a minimum of 8 years out of 12 years of recent work experience related to analysis and planning . * At least 3 years in support of a Major Defense Acquisition Program (MDAP).

* Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment and life cycle management. * Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook. * Provide subject matter expertise to support F-35 program in delivering the weapons system.

* Assist with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications. * Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment. * Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated.

* Ability to travel up to 10%. Additional desired experience and skills: * Experienced in DoD Risk Policy and processes. * Experience in creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.

* Experience utilizing and facilitating or conducting the Air Force Risk Management Tool (RMT) training and supporting enterprise-wide risk management implementation efforts. * Demonstrated experience participating in joint Government and industry working groups, executive boards, or integrated product teams.
