Vice President, Business Development and Capture Management

Job Description:

ORBIS is seeking a highly motivated team leader to join our Growth Group. The individual will lead Business Development and Capture initiatives for Navy programs. This leadership position is tasked with understanding customer needs, identifying opportunities and positioning to win contracts. The Navy BD Director will report directly to the VP of Growth and will lead all aspects of business development and capture management including strategy development, relationship management, competitive assessments, and teaming partnerships in support of compelling offer development and winning proposal submissions.

Responsibilities of the role will include:

Business Development:

  • Grow opportunity pipeline through ID/qualification of new business opportunities.
  • Lead and drive customer engagement.
  • Articulate current and emerging customer needs and requirements.
  • Utilize market intelligence & competitor data to position ORBIS.
  • Participate in capture activities as thought leader in bid decisions, gate reviews, proposal reviews, and cost strategies.
  • Own & drive development and submissions of white papers, capability demonstrations, and RFI responses to shape strategic opportunities.
  • Conduct after action and other business reviews to document lessons learned.

Capture:

  • Develop a plan for securing knowledge and understanding of the customer's requirements, issues, and needs during the pursuit and capture phases and lead planning sessions with core team.
  • Strategize on win themes aligned with customer's critical needs.
  • Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
  • Plan and participate in capture activities, to include opportunity gate reviews, black hat sessions, collaboration and workshop sessions, proposal reviews.
  • Lead competitive assessments, teaming, and price-to-win efforts.
  • Execute capture plans.

Required Skills and Experiences:

  • Minimum 10 years business development and capture management experience in the U.S. Navy government contracting environment.
  • Experience driving Account Strategy from development to contract wins greater than $100M in total value including success track record as a Prime Contractor.
  • Demonstrated experience in building and working within high performance teams in a matrix-management environment.
  • Strong customer relationship management skills and process experience.
  • Excellent oral/written communication skills.
  • Ability to analyze opportunities and work independently to prioritize efforts across Business Development and Capture Management requirements.
  • Experience working with robust and proven Capture Management Processes as a Mid to Large business.

Degree Requirements:

  • Bachelor's degree compatible to job responsibilities and requirements.

Must be a U.S. citizen

Preferred Skills and Experiences:

Experience with Naval Sea Systems Command (NAVSEA), affiliated Program Executive Offices (PEOs), or Warfare Centers (e.g., NSWC, NUWC), as a government employee (civilian or military) or as a contractor.

SECRET or higher Security Clearance.
