Job description

Vice President Of Security

The Vice President of Security is the senior security executive responsible for the enterprise-wide security program across the corporate entity, including its cleared and uncleared subsidiaries. Operating at the corporate level of a FOCI-mitigated enterprise governed by a Special Security Agreement (SSA), this role sets security strategy, policy, and standards for the entire organization and provides executive leadership, oversight, and support to the Facility Security Officers and the business security functions across all locations.

The VP of Security owns the corporate security posture, protecting personnel, facilities, information, and controlled technology while ensuring the enterprise operates in full compliance with the National Industrial Security Program (NISP) and the terms of its FOCI Mitigation. This position serves as a principal security advisor to executive leadership and the Board, works directly with the Government Security Committee (GSC), and serves as the liaison with DCSA and government program customers. The VP must be able to integrate security across a diverse operational footprint while upholding the insulation requirements that allow a foreign-owned enterprise to remain a trusted cleared defense contractor.

Ultimately, the VP of Security safeguards the enterprise's ability to perform on classified and controlled government contracts enabling the business to compete and grow without compromising national security obligations.

Minimum Qualifications
  • Exceptional understanding of the NISP and the 32 CFR Part 117
  • Deep knowledge of physical and information security systems, emergency preparedness, and U.S. national security regulations
  • Strong expertise in FOCI mitigation, including the roles and responsibilities of the GSC, Outside Directors and Inside Directors
  • Expertise in industrial security and contract compliance
  • Proven experience in developing and implementing security policies and procedures.
  • Ability to lead cross-functional teams, manage budgets, and influence executive decision-making.
  • Working expertise in FOCI Mitigation including supplemental plans
  • Demonstrated experience operating at the executive level
  • Bachelor's degree or higher
  • A minimum of 15 years of experience in industrial security management.
  • Minimum Secret clearance with ability to maintain higher classification

Responsibilities
  • Develop and implement a company-wide physical and informational security strategy aligned with corporate goals, U.S. export control laws, and national security requirements
  • Set the vision, strategy, policy and standards for security across the corporate enterprise
  • Advise executive leadership on emerging threats, regulatory changes, and mitigation strategies
  • Oversee and enforce the FOCI mitigation agreement, ensuring compliance with all provisions.
  • Ensure facility officers, directors, and employees adhere to mitigation requirements.
  • Attend Quarterly Board and Government Security Committee meetings to report on compliance and security posture.
  • Implement and maintain corporate level:
    • Technology Control Plan (TCP)
    • Electronic Communications Plan (ECP)
    • Visitation Procedures
  • Maintain oversight of all affiliated services between the FOCI company and its affiliates, ensuring prior GSC/DCSA approval.
  • Ensure the organization complies with the requirements set forth by the National Industrial Security Program (NISP) and 32 CFR Part 117.
  • Act as the point of contact for DCSA, federal contracting officers, and other security-related entities.
  • Support and coordinate with the Facility Security Officers and other security teams across the business
  • Advise leadership on security implications and due diligence of actions acquisitions, new subsidiaries, affiliated operations, NIDs and any changes to FOCI structure
  • Lead enterprise preparation for and participation in annual FOCI reviews and DCSA Security Reviews
  • Act as Insider Threat Program Senior Official for all cleared subsidiaries
  • Oversee personnel security to ensure clearance processing, continuous vetting
  • Conduct Corporate Security Training with employees and parent organization.
  • Implement corporate security policies, protocols, and procedures to ensure the safety of personnel and assets.
  • Prepare and present security reports to executive management outlining risks, incidents, and recommendations for areas of improvement.

This role requires executive level leadership to direct a security program across multiple businesses and facilities. Strategic thinking is vital to align the security program with business objectives in a way that does not hinder the day-to-day operations. Excellent communications skills to be able to advise leadership and the Board as well as serve as the senior interface with DCSA. Strong judgment skills are critical for being able to assess risk across a complex landscape and evaluating the implications of corporate level decisions.
