JOB SUMMARY

The Vice President of Delivery Services and Implementation is an experienced enterprise leader responsible for ensuring disciplined, value-focused execution across the organization's strategic transformation and operational portfolio. This role sets the enterprise standard for program and project delivery, enabling the successful execution of complex, cross-business unit initiatives that advance the company's transformation agenda and core business performance. The VP partners closely with Business Unit leadership, Product Management, Technology, Finance, and the Transformation Office to successfully build and deploy $500M-$1B in annual technology capabilities which drive multiples of value to the bottom line.

This leader drives operating model maturity, strengthens execution rigor, and ensures transparent governance across both run-the-business and change-the-business investments. The role balances strategic influence with hands-on delivery leadership, elevating delivery management from traditional project tracking to enterprise value realization. Success in this position requires strong cross-functional influence, operational depth, and the ability to lead through complexity in a highly matrixed environment.

ESSENTIAL RESPONSIBILITIES

  • Perform management responsibilities to include, but not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, and manage the day-to-day operations of the team; develop and implement policies and programs as necessary; manage to assigned budgets.

  • Enterprise Delivery Leadership - Own and continuously elevate enterprise delivery excellence across the full portfolio of strategic and operational initiatives.- Lead execution of large, complex, cross-business unit programs critical to enterprise transformation and performance.- Establish clear delivery accountability, decision rights, and escalation pathways across the enterprise.- Ensure consistent execution discipline across both run-the-business and change-the-business initiatives.- Serve as a trusted advisor to executive leadership on delivery risk, sequencing, and execution readiness.

  • Portfolio & Program Governance - Design and operate an integrated enterprise portfolio governance model aligned to strategic priorities and investment guardrails.- Implement forward-looking risk, dependency, and issue management across the portfolio.- Drive transparent executive reporting focused on outcomes, value realization, and delivery confidence.- Partner with Product Management and Finance to ensure investment prioritization aligns to enterprise value and capacity realities.- Oversee stage gates, delivery health frameworks, and decision forums that enable speed with control.

  • Operating Model & PMO Maturity - Define and evolve the enterprise Delivery Management operating model, tools, and standards.- Modernize delivery practices to support agile, hybrid, and traditional execution models as appropriate.- Embed scalable, repeatable delivery frameworks that improve predictability without creating unnecessary bureaucracy.- Lead continuous improvement of portfolio management capabilities, including integrated planning and dependency management.- Ensure clear distinction and effective handshake between Product Management, Product Ownership, Functional Leaders, and Delivery Management.

  • Business Partnership - Work closely with Product Management and Technology to ensure customer-centric roadmaps translate into feasible, sequenced delivery plans.- Collaborate with the Transformation Office to enable successful execution of enterprise transformation initiatives.- Provide proactive insights on delivery trade-offs, capacity constraints, and sequencing decisions.- Strengthen cross-functional alignment and reduce execution friction in the matrix.

  • Financial & Value Management- Embed value realization discipline across the portfolio, including benefits tracking and in-year ROI visibility.- Partner with Finance and Product Management to improve business case rigor, funding governance, and post-implementation value tracking.- Ensure delivery plans reflect realistic resourcing, financial guardrails, and capacity constraints.- Drive improved predictability of delivery timelines, costs, and outcomes.- Support enterprise prioritization decisions with data-driven portfolio insights.

Pay Range Minimum:

$185,000.00

Pay Range Maximum:

$335,000.00

Base pay is determined by a variety of factors including a candidate's qualifications, experience, and expected contributions, as well as internal peer equity, market, and business considerations. The displayed salary range does not reflect any geographic differential Highmark may apply for certain locations based upon comparative markets.
