Job description

Loureiro Engineering Associates is seeking a Proposal Manager to join our team in Plainville, CT. In this role, you will coordinate the development, production, and submission of proposals, Statements of Qualifications (SOQs), prequalification packages, and related pursuit materials. This position supports Marketing, Business Development, and technical teams by managing proposal schedules, ensuring compliance with solicitation requirements, maintaining proposal resources and records, and coordinating high-quality, timely submissions.

What You’ll Do

Proposal Coordination

  • Coordinate proposal schedules and submission deadlines for all assigned pursuits.
  • Organize and facilitate proposal kickoff meetings, including agenda preparation, action item tracking, and schedule development.
  • Develop and maintain proposal schedules to ensure milestones and deadlines are achieved.
  • Monitor proposal progress and communicate status updates to proposal teams.

Proposal Development

  • Coordinate the preparation, formatting, production, and delivery of proposals and Statements of Qualifications (SOQs).
  • Review solicitation requirements to ensure proposal compliance with all client instructions.
  • Assemble proposal documents, forms, certifications, and supporting materials.
  • Coordinate internal reviews and incorporate comments into final proposal documents.
  • Manage proposal production and electronic submission through various procurement portals.

Marketing Content Management

  • Maintain and update employee resumes, project sheets, and organizational charts.
  • Maintain and organize the firm's proposal library, including reusable content, graphics, resumes, project descriptions, and supporting documentation.
  • Develop and maintain a language library of approved corporate messaging, technical narratives, and capability statements.
  • Coordinate updates to marketing templates and standard proposal materials.

Qualifications & Prequalification Management

  • Maintain client prequalification information and annual qualification packages.
  • Track prequalification requirements, expiration dates, registrations, and certifications.
  • Coordinate with the executive team to complete and submit vendor registrations and qualification documents as needed.
  • Track and report on proposal submission success.
  • Maintain proposal and prequalification tracking logs.

Graphics & Production Support

  • Coordinate proposal graphics and visual materials with marketing staff and technical teams.
  • Ensure proposals maintain consistent branding and visual quality.
  • Assist with proposal layout, formatting, printing, binding, and electronic production.
  • Coordinate production of interview presentations and leave-behind materials.

Interview Support

  • Coordinate interview logistics, presentation materials, and supporting documents.
  • Assist with preparation of presentations.
  • Support interview rehearsals and presentation production as needed.

Database & Records Management

  • Maintain accurate proposal records and submission history.
  • Update proposal tracking databases and reporting tools.
  • Organize electronic proposal files and archived submissions.
  • Assist with maintaining project experience and marketing databases.

  • Experience in the architecture, engineering, construction, environmental, professional services, or related industry preferred.
  • Experience maintaining proposal content libraries, resumes, project descriptions, and prequalification information preferred.
  • Strong organizational and project coordination skills with the ability to manage multiple concurrent deadlines.
  • Excellent written and verbal communication skills with strong attention to detail.
  • Ability to interpret RFQ/RFP requirements and maintain proposal compliance.
  • Strong document formatting, editing, proofreading, and quality-control skills.
  • Ability to coordinate effectively with Marketing, Business Development, executive leadership, and technical staff.
  • Proficiency with Microsoft Office and document production tools; experience with Adobe Creative Suite or similar proposal production software preferred.
  • Ability to work independently, prioritize assignments, and perform effectively in a deadline-driven environment.
Physical Requirements

Limits of Authority

The Proposal Coordinator is responsible for coordinating assigned proposal and qualification activities within established company procedures and pursuit schedules. The position works closely with Marketing, Business Development, executive leadership, and technical teams and escalates decisions involving pursuit strategy, contractual commitments, pricing, or other matters outside the scope of proposal coordination to the appropriate leadership.
