Job description

Job Title: Project Manager (Federal)
Location: Remote but ideally in DMV area or within distance to DC for occasional meetings in DC.


Position Overview


Looking for a highly qualified, seasoned Federal Project Manager to serve as the Key Personnel lead for an advisory and assistance services (A&AS) contract. The Project Manager will be responsible for managing a virtual workforce, tracking strategic milestones, facilitating executive agendas, and overseeing the seamless optimization of national correspondence workflows and electronic tracking systems (ICCT, ECMM, CoRe).


Key Responsibilities

  • Contract & Milestone Management: Direct the full execution of the Project Management Plan (PMP), manage a rolling Work Breakdown Structure (WBS), track critical scheduling milestones, and author Monthly Progress Reports and Annual Summary Reports.
  • Workflow Optimization: Oversee advisory and operational support teams maintaining the secure, priority flow of controlled federal correspondence.
  • Strategic Advisory Services: Facilitate executive-level leadership meetings, manage strategic program agendas, build internal briefing materials, and support program staff in drafting critical Business Case documents, including Analyses of Alternatives.
  • Standard Operating Procedures (SOPs): Lead the technical writing and data quality verification for formal agency SOPs encompassing FOIA/Privacy Act, FACA, Records Management, Forms and Reports, and Information Collections. Review performance measures, identify gaps, and design process improvements
  • Quality & Compliance Control: Develop and implement an aggressive Quality Control Plan (QCP) ensuring 100% adherence to manual and automated Section 508 accessibility compliance gates. Draft step-by-step workflows and USFS standard policy guides
  • Workforce Accountability: Maintain internal control structures to verify remote worker location security, monitor telework continuous oversight parameters, and manage rapid workforce mitigation/substitution risks.

Minimum Qualifications

  • Experience: Minimum of 10 years of experience providing business and project management services directly to Federal organizations.
  • System Tracking Background:Minimum of 2 years of direct experience with Federal correspondence management tracking systems.
  • Subject Matter Expertise (SME): Demonstrated subject matter expertise in Federal Records Management mandates, including specific operational processing rules for the Freedom of Information Act (FOIA) and Federal Advisory Committee Act (FACA).
  • Technical Compliance: Expert knowledge of federal Section 508 Regulations and corresponding electronic document accessibility remediation protocols.
  • Technical Writing: Proven proficiency in federal technical writing, documentation mapping, and template-building standard operating criteria.


Desired Skills & Qualifications

  • Experience performing tasks for Natural Resource Preservation organizations or within a USDA component agency.
