Job description

Summary:
Epsilon Systems Solutions, Inc. is seeking an experienced Program Manager I to support and grow our Environmental Planning and Cultural Resources practice throughout California and Arizona. This position will lead environmental and cultural resource projects, support business development efforts, manage client relationships, and serve as a Principal Investigator (PI) on archaeological investigations as appropriate.
The ideal candidate will have experience managing environmental compliance projects, inclusive of natural and cultural resources, consultations, as well as NEPA documentation, permitting, and planning. This individual will play a key role in expanding Epsilon's presence with federal, state, local government, and commercial clients throughout Arizona and California.
Duties and Responsibilities:
  • Identify and pursue new business opportunities within environmental planning, permitting, and cultural resources markets.
  • Develop and maintain relationships with clients, regulatory agencies, tribal representatives, and teaming partners.
  • Manage environmental and cultural resource projects, ensuring successful execution of scope, schedule, budget, and quality objectives.
  • Lead or support preparation of Environmental Assessments (EA), Environmental Impact Statements (EIS), cultural resource studies, technical reports, and permit applications.
  • Serve as Principal Investigator for archaeological surveys, monitoring, testing, and mitigation projects as qualified.
  • Coordinate with federal, state, local, and tribal agencies regarding permitting and compliance requirements.
  • Support proposal preparation, capture efforts, and strategic growth initiatives.
  • Provide technical oversight, mentorship, and quality control for project deliverables.
  • Drive to project and work sites to conduct fieldwork, inspections, and on-site evaluations as required.

Required Qualifications:
  • Master's Degree in Archaeology, Anthropology, Environmental Planning, Environmental Science, or a related field.
  • Minimum 8 years of experience managing environmental planning, cultural resources, or regulatory compliance projects.
  • Experience with NEPA, NHPA, Section 106 and 110 consultations, and environmental permitting processes.
  • Demonstrated project management experience, including budgets, schedules, and client coordination.
  • Strong technical writing, communication, and leadership skills.
  • Valid driver's license.
  • Clean driving record and be insurable to operate company vehicles
  • Proficiency with Microsoft Office and Adobe Acrobat software suites.
  • Applicant must be able to pass a background check for access to U.S. Military installations.
  • Ability to conduct fieldwork in extreme terrain and environmental conditions, if required.

Pay Range:
The pay range for this position is $45 and $60 per Hour. The estimate displayed represents the typical salary range for this position based on experience and other factors such as business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
ADA Notations:
  • The position requires a mixture of both sedentary office/laboratory work and fieldwork performed outdoors, sometimes in remote areas.
  • Frequently required to sit for long periods of time. Also, stand, walk, and may occasionally lift and move at least 25 pounds.
  • Must be able to walk up to 8-12 miles daily with field pack and ample water, over rough terrain in variable weather conditions, which may include high temperatures in summer months, if required.
  • Regular communication (hearing/speaking/typing).
  • Prolonged use of computer (typing/keyboarding/virtual video and audio meetings).
  • Ability to travel by car, truck, air, or other means of transportation, if required.
  • Must be able to drive in remote areas, if required.
