OVERVIEW:

We are seeking a Database Administrator (DBA) to provide database and data warehouse administration, configuration, and maintenance services supporting the Planning, Programming, Budgeting, and Execution System Management Information System (PPBES MIS) and Financial Applications. The DBA manages development, test, production, and COOP environments across the Oracle Fusion Middleware and Microsoft SQL Server stack, and works directly with the Data Center to maintain 99%+ system availability for the financial management mission.


GENERAL DUTIES:

  • Assist the Government client and Task Lead with execution of Oracle and SQL Server database administrator tasks and strategies. Specific responsibilities include:

Database and Data Warehouse Administration

  • Build and maintain a Microsoft SQL Server data warehouse to replace and store historical Oracle financial data.
  • Coordinate with the J6 Data Center and Database Administration Group on database administration and maintenance of financial databases.

Oracle Fusion Middleware and Application Support

  • Triage and resolve critical outage and availability incidents for Oracle Fusion Middleware (FMW) products.
  • Administer Oracle WebLogic Server: independently resolve issues with installation, configuration, and production instances.
  • Administer Identity Management (IDM) and Access Management (IAM) suites; configure IDM components to protect applications, fix authentication issues, and manage LDAP  directories.
  • Maintain Single Sign-On (SSO) capabilities across USSOCOM financial systems and applications.
  • Perform performance tuning; diagnose and resolve issues including slowness, out-of-memory errors, and server unavailability.
  • Learn and adopt new technologies in a timely manner (e.g., Microsoft OneStream) to perform software installations and upgrades as the financial application environment evolves.
  • Develop, test, and schedule routine patch deployments in accordance with established maintenance windows to ensure high availability and minimal operational disruption; apply Oracle Critical Patch Set (PSU) updates on Windows and Linux environments.
  • Troubleshoot and resolve operating system, hardware, or network issues that arise due to failed patch installations or incompatible updates.
  • Configure SSL and manage SSL certificate key stores.

Server Administration

  • Administer physical and virtual servers running Windows Server 2022 Monitor system performance; resolve technical issues and implement best practices in collaboration with internal teams.

Security and Compliance

  • Maintain and control user access to PPBES MIS databases and applications; manage access grants and revocations based on need-to-know and job function.
  • Prepare and complete Risk Management Framework (RMF) requisite tasks and policy to achieve and maintain an Authority to Operate (ATO): prepare and maintain System Security Plans (SSPs), track and resolve Plan of Action and Milestones (POA&Ms), maintain system documentation, perform vulnerability scanning, verify and implement security controls, and respond to security control assessments in eMASS.
  • Run routine vulnerability and compliance scans using assessment tools (e.g., ACAS, Nessus, or SCAP) to identify and categorize CAT I, CAT II, and CAT III findings; track findings to remediation or risk acceptance.
  • Apply DISA Security Technical Implementation Guides (STIGs) to Windows Servers and IIS; document compliance status and remediate open findings.
  • Participate in Configuration Management and Information Assurance processes; test software installations, upgrades, and patches in dev/test prior to production deployment.

Documentation and Continuity

  • Prepare and maintain database documentation including procedures, issues encountered, and lessons learned; share with the Database Administration Group and COR.
  • Support annual disaster recovery exercises ensuring PPBES MIS failover to COOP site and successful return to Tampa; provide written report within 10 days of exercise completion.

REQUIRED QUALIFICATIONS:

  • Working knowledge of Oracle and SQL Server database administration tasks.
  • Familiarity with Oracle Fusion Middleware stack: Oracle WebLogic, Oracle Access Manager, Oracle OHS, Oracle SOA Suite.
  • Understanding of DISA Security Technical Implementation Guides (STIGs) process.
  • Familiarity with Oracle Critical Patch Set (PSU) cycle in Windows and Linux environments.
  • Knowledge of DoD PPBE business processes, data structures, and hierarchies.
  • Understanding of RMF assessment and authorization processes; eMASS experience preferred.
  • Strong technical problem-solving skills within the Oracle Fusion Middleware stack (WebLogic, OAM, OHS, SOA Suite).
  • Intermediate to advanced Linux and Windows Server administration.
  • SSL configuration and certificate key store management.
  • LDAP directory management and IDM/IAM suite administration.
  • Strong written and verbal communication skills; ability to communicate clearly across technical and non-technical audiences.
  • Highly organized; able to manage multiple priorities simultaneously.
  • Ability to simplify and document complex processes and procedures.
  • Deadline-oriented; effective communicator across the SOF enterprise.
  • Bachelors degree in Computer Science, Information Technology, Engineering Technologies, or related field. OR 12+ years of database administrator experience in lieu of degree.
