Our client is an established asphalt paving and maintenance contractor serving the Southern California market. The company delivers a broad range of asphalt and heavy civil services, including paving, milling, grading, maintenance, and related sitework.

About the Position

We are seeking an accomplished President to provide overall leadership for the company's asphalt paving and maintenance operations. This executive will be responsible for driving operational excellence, financial performance, business development, safety, quality, and organizational growth.

The President will lead the business across production, project execution, estimating and bidding, financial management, personnel, fleet and equipment, customer relationships, and strategic planning.

The ideal candidate is a hands-on construction leader with deep knowledge of asphalt paving and maintenance who can effectively balance field operations with financial and strategic leadership.

Key Responsibilities

Operations & Production Leadership

  • Provide executive leadership for asphalt paving, milling, grading, and maintenance operations.
  • Establish operational priorities and ensure alignment between field leadership and support teams.
  • Maintain accountability for project execution, ensuring work is completed according to specifications, schedules, budgets, and quality standards.
  • Resolve operational challenges involving logistics, weather, staffing, equipment, materials, and resources.
  • Oversee fleet and equipment utilization, maintenance, and capital planning to support production objectives.

Financial & Business Performance

  • Develop and manage operating budgets and forecasts in partnership with executive leadership.
  • Monitor job costs, margins, production efficiency, and overall business-unit performance.
  • Identify performance issues and implement corrective actions to improve profitability and productivity.
  • Review financial reporting and use key performance indicators to drive continuous improvement.
  • Approve major expenditures, capital investments, and vendor agreements within established authority.

Leadership & Team Development

  • Recruit, develop, lead, and retain high-performing sales, estimating, project management, superintendent, foreman, field, and administrative teams.
  • Establish clear expectations, accountability, and performance standards throughout the organization.
  • Coach and develop leaders while building a culture centered on safety, teamwork, reliability, and continuous improvement.
  • Ensure compliance with applicable labor laws, company policies, and employment practices.

Safety, Quality & Compliance

  • Champion a proactive safety culture throughout all operations.
  • Ensure compliance with OSHA, DOT, environmental, permitting, and company safety requirements.
  • Maintain high standards for asphalt placement, compaction, finish, and overall workmanship.
  • Oversee QA/QC processes and ensure timely resolution of warranty and customer quality concerns.
  • Establish accountability for safe and consistent execution across all projects.

Business Development & Customer Relationships

  • Provide leadership and oversight of estimating, bidding, and project pursuit strategies.
  • Develop and maintain strong relationships with customers, municipalities, suppliers, subcontractors, and industry partners.
  • Represent the company at client meetings, job walks, industry events, and other business development opportunities.
  • Identify opportunities to expand market share, services, customer relationships, and profitability.
  • Partner with ownership and executive leadership on strategic planning and long-term growth initiatives.

Requirements

  • 7-10+ years of progressive experience in asphalt paving, asphalt maintenance, or heavy civil construction.
  • 3-5+ years of experience in senior operations, general management, or executive construction leadership.
  • Deep knowledge of asphalt paving operations, milling, grading, equipment, materials, and production processes.
  • Demonstrated experience managing budgets, job costs, production performance, and large field crews.
  • Proven ability to lead multiple operational functions while maintaining accountability for safety, quality, schedule, and profitability.
  • Strong leadership, communication, negotiation, and decision-making skills.
  • Proficiency with standard business and construction technology.
  • Bachelor's degree in Construction Management, Engineering, Business, or a related discipline, or equivalent industry experience.
  • Experience with construction estimating, project management, and financial management systems.
  • Experience working with public-sector, municipal, commercial, or large-scale paving projects.
  • Established relationships within the Southern California construction or asphalt market.
