Note: This position supports a federal Government contract. Employment is contingent upon contract award, Government approval, verification of required qualifications, and maintenance of required security and installation access.

Position Summary

BSI is seeking a Unit Program Manager (UPM) to provide program management and administrative support to a Department of Defense military unit located at Moffett Field, California.

The Unit Program Manager will support unit leadership and personnel by managing training, security, personnel, readiness, travel, and administrative programs. The position requires regular coordination with military leadership, support offices, training organizations, and other Government stakeholders.

This position requires on-site support at the Government facility. Limited telework may be permitted only when approved by the Government.

Key Responsibilities

The Unit Program Manager will:

  • Manage unit training programs, including qualification, upgrade, and formal training requirements.

  • Coordinate formal school quotas and other training requirements.

  • Track personnel qualifications, skill levels, training status, and required records.

  • Support the unit's personnel security and clearance program.

  • Perform security-related functions using Government systems, including the Defense Information System for Security (DISS) and National Background Investigation Services (NBIS).

  • Maintain personnel and administrative data related to evaluations, awards, promotions, physical fitness, professional military education, and other personnel actions.

  • Support unit manning and personnel management activities.

  • Prepare and track military orders and travel using systems such as the Air National Guard Reserve Order Writing System (AROWS) and Defense Travel System (DTS).

  • Maintain required training, inspection, self-assessment, and internal control records.

  • Coordinate with unit leadership and Government offices to resolve training, personnel, security, and administrative matters.

  • Provide day-to-day administrative and program management support to unit leadership.

Minimum Qualifications

Candidates must have:

  • An active Secret security clearance at the time of application.

  • At least three years of military program management experience, including security management, personnel programs, and training programs.

  • Experience serving as or performing the functions of a Unit Security Manager.

  • At least three years of experience supporting military operational units in a relevant environment.

  • Knowledge of military administrative procedures and Commander's Support Staff (CSS) functions.

  • Experience with military training, personnel, security, readiness, or administrative programs.

  • Ability to obtain and maintain access to required Department of Defense and Air Force information systems.

Security Clearance

An active Secret personnel security clearance is required. Candidates must have an active clearance reflected in DISS at the time they are proposed for the position. Candidates who are only eligible to obtain a clearance do not meet the requirement as written.

The selected candidate must also meet Government requirements for installation access and issuance of a Common Access Card (CAC).

Work Environment

The position is based at a Government facility in Moffett Field, California. Duties are primarily program management and administrative in nature but may include supporting or observing unit training activities and working in field environments. The position may require lifting up to 44 pounds.
