Role Overview:
This position serves within INDOT's Southwest District and requires extensive knowledge of federal and state utility laws, regulations, and the core principles of utility and railroad management. Gaining strong proficiency in utility coordination is essential. As Vincennes District's Utility Engineer, you will act as a subject matter expert, supporting project development and providing leadership to the district's utility coordination efforts. The ideal candidate will demonstrate exceptional communication skills, a collaborative approach, and strong self‑motivation.
Your primary role is to determine how potential utility relocation or railroad issues could affect the constructability, cost and timing of INDOT's transportation projects. This position will serve as the technical expert in interactions with various utility company relocation representatives, railroad representatives, INDOT Area Engineers, construction personnel, environmental experts, utility companies and design engineers. Approximately 25% percent of the time will be spent in the field on project sites for various meetings and issues. The incumbent will manage a large portfolio of projects spanning multiple fiscal years. Every project is assigned to a utility coordinator and potentially an oversight agent, so every transportation project is touched in some way by our staff of utility coordinators even if it is determined there is no impact by utilities. The Vincennes District has approximately 440 active over-sites that our Utility Engineer will be working with along with the other coordinators. The utility engineer will be our expert and mentor to assist our team of utility coordinators. This is with current projects through July 1, 2032. Utility transmission lines or pipe lines many times have to be relocated out of the project area. This role will help avoid expensive and lengthy delays due to utility relocation issues.
