Job description

POSITION SUMMARY
The Regulatory and Compliance Finance Specialist plays a critical role in mitigating regulatory, tax, payroll, and compliance risk for Vero Broadband, LLC (VB) and in supporting regulatory oversight across the broader Vero Fiber organization. This position ensures that complex telecom regulatory requirements applicable to VB are translated into accurate financial reporting, compliant billing and tax structures, compliant payroll processing, and defensible audit outcomes.
This role serves as the central finance owner for VB-specific regulatory, payroll, and contract compliance, including USAC/FCC reporting, telecom sales and use tax compliance, tax engine and billing platform support, grant reporting and compliance, regulatory audits, and payroll-related regulatory filings.
This role owns payroll, contract, and regulatory compliance responsibilities solely for VB. Other operating subsidiaries are supported through coordination, oversight, and advisory partnership, but are not directly owned by this position.
KEY RISK MITIGATION & EXPOSURE MANAGEMENT HIGHLIGHTS
  • Proactively identify, assess, and mitigate regulatory, payroll, and tax compliance risks applicable to VB.
  • Reduce exposure to penalties, back assessments, and audit findings through disciplined controls and documentation.
  • Strengthen audit readiness by ensuring regulatory positions, payroll filings, and tax treatments are well supported.
  • Partner cross-functionally to prevent non-compliant billing, payroll processing, or misclassified activity.
  • Provide early visibility into compliance risks impacting EBITDA, cash flow, or forecasts.
RESPONSIBILITIES
Regulatory & Telecom Compliance
  • Own federal, state, and local telecom regulatory compliance for VB.
  • Serve as primary finance point of contact with USAC, FCC, state commissions, and municipalities for Vero Broadband.
  • Direct USAC/FCC filings including USF, broadband reporting, regulatory fees, and certifications.
  • Maintain the regulatory compliance calendar and validate all submissions.
  • Monitor regulatory changes and advise leadership on financial and operational impact.
  • Support audits, lender diligence, and regulatory inquiries with defensible documentation.
Payroll & Payroll-Related Compliance
  • Own payroll administration & compliance for Vero Broadband including payroll tax filings and reconciliations.
  • Partner with HR, Accounting, and payroll providers to ensure accurate and timely filings.
  • Monitor wage, hour, and payroll tax regulatory changes affecting VB.
  • Support payroll-related audits and maintain audit-ready documentation.
Contract & Agreement Compliance
  • Provide finance oversight of customer, vendor, and regulatory contracts for VB.
  • Ensure regulatory, tax, and billing terms are properly implemented.
  • Monitor ongoing compliance with contract-driven obligations.
Tax Engine, Billing & Systems Compliance
  • Support tax engine configuration and ongoing compliance within billing platforms.
  • Ensure proper tax determination and pass-through treatment across jurisdictions.
  • Partner with Billing and IT to identify and remediate system-driven compliance risks.
Sales, Use & Non-Income Tax Oversight
  • Oversee telecom sales and use tax filings and reconciliations.
  • Monitor non-income tax exposure including property, franchise, and gross receipts taxes.
  • Ensure appropriate accruals and reserves with Accounting and FP&A.
Grant & Program Reporting
  • Own grant and program financial reporting compliance.
  • Support audits, reimbursements, and ongoing compliance monitoring.
  • Identify and remediate grant compliance risks.
Audit, Controls & Process Improvement
  • Lead finance-side support for regulatory, tax, and payroll audits for VB.
  • Maintain strong internal controls and audit trails.
  • Drive continuous improvement in compliance processes.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in Accounting, Finance, or related field.
  • 5+ years of experience in telecom regulatory, tax, payroll, or compliance roles.
  • Strong knowledge of USAC/FCC reporting, telecom tax, and payroll compliance.
  • Experience managing external advisors.
  • Strong analytical, organizational, and communication skills.

LOCATION
This position is eligible for remote work; however, candidates must reside in a state where Vero Broadband is registered to do business. For Colorado-based applicants, the pay range and benefits listed below apply in accordance with the Colorado Equal Pay for Equal Work Act.

COMPENSATION
The anticipated salary range for this position is $70,000 - $85,000 per year. Final compensation will be determined based on factors such as the candidate's experience, skills, and internal equity.
