Job description

Rockford Corporation is currently searching for a Lead Pipeline Estimator in the Heath, Texas area. The Lead Pipeline Estimator is responsible for preparing and overseeing detailed cost estimates for multiple pipeline construction projects. This role provides technical leadership in the estimating process, ensures accuracy and compliance with company policies, and mentors estimating staff. The Lead Estimator works closely with operations, engineering, vendors, and clients to develop competitive and executable project estimates.

Key Responsibilities/Accountabilities:

  • Prepare comprehensive pipeline construction estimates in accordance with company policies, procedures, and estimating standards.
  • Review project opportunities by analyzing proposals, drawings, specifications, schedules, and contractual requirements.
  • Identify and quantify labor, equipment, material, subcontractor, and time requirements.
  • Analyze regional labor rates, per diem requirements, productivity factors, and market conditions.
  • Coordinate with engineering, CAD designers, and estimating team members to review and verify quantity takeoffs.
  • Review and validate vendor and subcontractor quotations for scope completeness and cost accuracy.
  • Collaborate with project management, construction leadership, vendors, and clients to resolve scope questions and estimating issues.
  • Prepare supporting documentation, assumptions, risk assessments, and special reports related to estimates.
  • Present estimates and cost strategies to senior leadership for review and approval.
  • Provide oversight and quality control for estimates prepared by team members.
  • Mentor and develop Estimators and Junior Estimators to support professional growth and succession planning.
  • Maintain technical expertise by reviewing industry publications, attending training sessions, and staying current with construction methods and market trends.
  • Travel to project sites as needed to review site conditions, construction sequencing, and means and methods.

Basic Qualifications:

  • Minimum of 8+ years of experience estimating pipeline construction projects.
  • Strong working knowledge of pipeline construction methods, sequencing, and productivity rates.
  • Proven ability to lead complex estimates and collaborate across departments.
  • Bachelor’s degree in Construction Management, Engineering, or a related discipline preferred.
  • Ability and willingness to travel to project sites for field reviews and time studies.
  • Strong analytical, organizational, and communication skills.

Preferred Qualifications:

  • Experience working on large-diameter, long-distance pipeline projects.
  • Familiarity with estimating software and digital takeoff tools
  • Advanced proficiency in Primavera P6, Microsoft Excel and other office software
  • Prior experience leading or mentoring estimating teams
  • Knowledge of DOT, PHMSA, and client-specific pipeline standards.
