THE POSITION

Douglas County Clerk's Office

Full time non-exempt position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

The Employee selected for this position will serve at will for an elected official.

This position performs various tasks and provides assistance to the Douglas County Clerk's Office.

Essential Functions:

This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

  • Recording Various Property-related Documents: Receive, review and record legal documents pertaining to real property by following the Oregon Revised Statutes and office policy; Receipt the document information into the Helion system; Electronically scan document into software program; Index documents that have been recorded with a minimum of assistance; Verify that all data entered into system concerning each document is accurate, and correct errors as necessary.

  • Issuing Marriage Licenses: Assist applicants at computer; Review all applicant-entered data for accuracy and completeness; Advise applicants of statutory timelines and license return process; Receipt customer fees based on request(s); Issue certified copies of completed licenses.

  • Researching Recorded Documents: Based on customer request, locate and produce requested documents using various storage media: computer, microfilm reader, microfiche reader; Where necessary, ensure customer completes appropriate request form; Determine research fee based on pre-defined criteria; Receipt customer fee.

  • Office Duties: Greet and direct customers; Answer telephones; Process incoming mail; Prepare outgoing mail.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:

  • Three years work-related support experience

  • Typing 40 wpm minimum

Desirable Qualifications: Knowledge or experience related to recording and/or archiving, microfilming, elections, and functions performed by the Office of the County Clerk; experience with the public.

  • At time of appointment, must possess valid Oregon drivers license

  • Regular and consistent attendance

SCREENING & EVALUATION

Background Investigation : While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background as part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.

Driving Record: A current copy of your Court Print Driving Record must be attached to your application in order to be considered for this position. A Court Print Driving Record is obtained from the DMV and may take 5 - 7 days for delivery, longer for out-of-state. Finalist(s) for this position will be made an offer of employment, contingent upon review and approval of driving record. An unacceptable driving record for employment is defined in the Douglas County Driver Policy (https://douglascounty-oregon.us/264/Driver-Policy) .
