@Orchard LLC is looking to identify a Human Capital Analyst to be proposed for a Key Position in support of the Office of Naval Research (ONR), located in Arlington, VA. This role will be mostly on-site and require a Public Trust clearance. Our client will issue a Letter of Intent (LOI) in August, so the profile can be included in the bid response, and the project is expected to start work in February 2027.

This position supports the Office of Naval Research (ONR) Human Capital Office (HCO) by providing strategic human capital planning, workforce development, data analytics, and organizational support. The Human Capital Analyst III plays a critical role in helping ONR strengthen its workforce through strategic planning, process improvement, workforce engagement initiatives, and data-driven decision-making.

The ideal candidate is an analytical and detail-oriented professional with experience in human capital analysis, workforce planning, organizational improvement, and stakeholder collaboration. This position requires the ability to manage multiple priorities while supporting strategic initiatives that enhance workforce effectiveness and organizational performance.

Your responsibilities as a Human Capital Analyst. 

  • Support the development and implementation of the ONR Human Capital Strategic Plan by assessing workforce characteristics, evaluating current human capital practices, benchmarking industry best practices, and recommending improvements.
  • Analyze existing human capital policies, procedures, and operational processes to identify opportunities for increased efficiency and effectiveness.
  • Assist in developing and promoting workforce development initiatives, including rotational assignment programs, employee training opportunities, mentoring programs, and workforce engagement activities.
  • Coordinate and support up to six workforce engagement events annually to promote continuous learning and organizational development.
  • Design and implement processes to collect, analyze, and report human capital data.
  • Prepare research, reports, studies, and presentations that support workforce planning and data-driven decision-making.
  • Measure workforce trends and intellectual capital to provide strategic recommendations to leadership.
  • Prepare executive briefings, meeting materials, and status updates while tracking action items and organizational priorities.
  • Coordinate meetings and provide administrative support for Human Capital Office initiatives.
  • Assist in developing and maintaining content for ONR Human Capital communication platforms, including iConnect and other multimedia resources.
  • Collaborate with leadership and stakeholders across the organization to support strategic workforce initiatives and organizational objectives.

Your background will include. 

  • Must be eligible to obtain and maintain a Public Trust.
  • Bachelor's degree in Human Resource Management, Labor Relations, or another relevant academic discipline.
  • Minimum of eight (8) years of Human Capital analysis and support experience.
  • Strong analytical, organizational, and communication skills.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.
  • Experience analyzing operational policies, procedures, and processes and recommending improvements.
  • Experience working in a collaborative environment and building consensus among multiple stakeholders and cross-functional perspectives.
  • Preferred: Master's degree in Business Administration or another relevant academic discipline.

Compensation: Compensation for this role will be determined based on experience and qualifications. The expected base salary range is between $70K and $83K. Generous benefits, bonus eligibility, and significant professional development support are all available.
