Job description

Trident Logistics & COSAL Support Manager
Zimmerman Associates, Inc. (ZAI) is seeking a Trident Logistics & COSAL Support Manager to support the In-Service Strategic Submarines Program Office (PMS 396). In this role, you will provide logistics, material readiness, and Consolidated Shipboard Allowance List (COSAL) support in direct support of the Department of the Navy's acquisition, sustainment, and operational readiness of in-service strategic submarines, including Ohio Class submarines and the transition to Columbia Class submarines.
Position Details
  • Location: Washington Navy Yard (Washington, DC) - Onsite
  • Employment Type: Full-Time
Key Responsibilities
  • Serve as the primary liaison among Submarine Fleet stakeholders, NAVSEA and SSP Program Offices, and NAVSUP and DLA supply communities to resolve complex maintenance and material support challenges
  • Conduct in-depth research to identify barriers impacting supply support and recommend or implement actions, when possible, to drive positive supply outcomes
  • Identify contracting actions that require priority attention in support of submarine maintenance, sustainment, and material readiness requirements
  • Collaborate with the Defense Contract Management Agency (DCMA) and Maritime Industrial Base (MIB) advocates to influence supplier performance and improve material delivery results
  • Coordinate with the appropriate inventory control point or In-Service Engineering Agent (ISEA) points of contact to support alternate material resolutions and maintain effective supply actions
  • Support TRIDENT Load List and COSAL-related activities necessary to sustain strategic submarine maintenance, modernization, and fleet support requirements
  • Assist in identifying financial programming and resourcing needs to support the operation of the PMS 396L3 Division
  • Track, monitor, and communicate the status of critical material issues, long lead time items, risks, action items, and supply support decisions impacting in-service strategic submarine readiness
Additional Experience and Skills
  • NAVSEA experience is preferred, with submarine experience highly desired
  • Working knowledge of Navy supply, sustainment, maintenance, and material readiness processes supporting in-service submarines
  • Familiarity with databases and tools used to research, track, monitor, and improve submarine maintenance and material support, including Navy Enterprise Resource Planning (N-ERP), Product Data Reporting and Evaluation Program (PDREP), eCANNAB, the In-Service Submarine and Sustainment Reliability Portal (ISARP), the Naval Sea Logistics Center (NSLC) tool suite, Maintenance and Ship Work Planning (M&SWP), and Submarine Maintenance Monitoring Information Systems (SMMIS)
  • Understanding of project management fundamentals, including critical path analysis, risk management, and long lead time item management
  • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook
Required Qualifications
  • Must be a U.S. Citizen
  • Ability to obtain a DoD Secret Security Clearance; preference will be given to candidates with an active Secret clearance
  • Active Secret clearance is required
  • Must be available to work on-site at the Washington Navy Yard in a hybrid capacity
  • 7+ years of experience in a related role
  • 5+ years of experience supporting the Department of Defense (DoD)
  • Bachelor's or advanced degree in a business or technical field
  • Strong verbal and written communication skills, including presentation abilities
  • Comfortable working across all military and organizational levels, including clients, customers, suppliers, and visitors
  • Ability to work independently while coordinating across program office, fleet, supply, engineering, and industrial base stakeholders
  • High level of reliability and initiative, with the ability to perform effectively in a fast-paced environment with shifting priorities
Salary
In compliance with state and local laws regarding pay transparency, the salary range for this role is $90,000 - $115,000. ZAI considers several factors when extending an offer, including role responsibilities, candidate experience, education/training, and key skills.
