Reports To: Executive Director (Office of Information Services) PMO Program Manager (dotted line to Integration Lead)

Engagement Type: Contract (Full-time)

 Position Summary

About The Role:

 We are seeking an experienced Senior Project Manager to lead various transformation and innovation projects for the Ky Office of Child Support Services including the deployment of a new Identify Access Management solution. The successful candidate will be responsible for managing the project lifecycle, ensuring timely and within-budget delivery, and meeting client expectations. The ideal candidate will have experience in managing IT projects, specifically in the security domain, strong communication and organization skills, and a deep understanding of Identity and Access Management solutions. The project manager will work closely with the OIS, COT, and other technical team stakeholders.

Duties and Responsibilities

 • Execution of Strategic Initiatives: Support high-impact transformation programs focused on modernizing the identity lifecycle, implementing Zero Trust architecture, and scaling secure access for diverse global business verticals and emerging technologies.

• Establish Operational Rigor: Define and drive program management best practices, including objectives and key results OKRs and execution roadmaps, to ensure engineering delivery aligns with long-term product strategy.

• Change Management: Develop and execute comprehensive communication and change management plans for major infrastructure transitions, ensuring stakeholders are informed and impact to the business is minimized.

 • Manage Large-Scale Migrations: Lead the decommissioning of legacy tech debt while migrating users and systems to modern platforms.

• Manage the project lifecycle, from pre-kickoff to closure, ensuring that projects are delivered on time, within budget, and to the highest quality standards.

• Develop and manage project plans, resource allocation plans, and project schedules to ensure successful project execution.

• Create project collateral and artifacts to build and support an effective project management practice.

 • Coordinate with clients to understand their requirements, gather project information, and provide project updates.

 • Lead and manage a team of technical resources, including engineers and consultants, to ensure successful project delivery. 1

• Identify and mitigate project risks, issues, and dependencies, and develop contingency plans to ensure project success.

• Develop and maintain project documentation, including project plans, status reports, and meeting minutes.

• Collaborate with internal stakeholders, including product, and support teams, to ensure alignment and effective communication.

• Ensure that projects are delivered in accordance with industry best practices, and that clients receive high-quality services.

• Conduct project post-implementation reviews to identify areas for improvement and implement changes to improve future project delivery.

• Align business flows to technical design, testing, and cutover; lead workshops and secure signatures.

MUST-HAVE Requirements (non-negotiable)

• Deep technical expertise in Microsoft Active Directory and Microsoft Entra ID.

• Experience designing and implementing IAM integrations, provisioning workflows, and access controls.

• Proven ability to lead and mentor technical engineering teams.

 • Strong understanding of identity security principles and enterprise authentication models.

 • Bachelor''s degree, preferably in Computer Science, Information Technology, Computer Engineering, or related IT discipline; or equivalent experience

 

Preferred Qualifications

• Strong understanding of identity security principles and enterprise authentication models. (SAML, OIDC, SCIM) and access control models like Fine-Grained Authorization (FGA)

• Public sector child support/HHS; modernization programs.

• Familiar with Control-M, Azure SQL/AWS RDS, API Management/API Gateway. Excellent written and verbal skills, with the ability to influence technical decisions and communicate business impact to both engineers and executives.

• 8+ Years Experience in Design & customer experience: UX/UI design partnership (Mastery) and strong ability to translate user needs into product outcomes.

• 8+ Years Experience in Technical leadership: Technical project/program management; strong planning, execution, and risk/issue management.

 • 8+ Years Experience in Analytics & decisioning: Data-driven problem solving, quantitative/competitive analysis, and use of insights to guide prioritization.

Tools and Platforms

Jira/Azure DevOps, Confluence/SharePoint, Visio/Lucid, SQL tools, Postman; basics of Control-M; cloud endpoints on Azure or AWS.

 Certifications:

 Optional but beneficial credentials include PMP, Certified ScrumMaster, PMI-ACP, CISM or technical certifications in AWS, Azure, or DevOps
