We specialize in providing management and technology consulting services to support the business and technology modernization efforts of the Federal Government. ThinkTek was formed with the specific purpose of providing its clients a tailored solution around Program & Project Management, Strategic Planning, and IT Operations.Position OverviewThe Senior Program Manager will provide strategic and operational leadership for complex IT programs supporting mission-critical federal environments. This role is responsible for overseeing program execution, technical and business transformation initiatives, personnel, budgets, schedules, and stakeholder relationships while ensuring compliance with stringent federal security and regulatory requirements.The ideal candidate will bring extensive IT program management experience, strong cloud and cybersecurity knowledge, and a proven track record of leading digital transformation and business process automation initiatives.Key ResponsibilitiesProvide overall leadership and management for large, complex IT programs from planning through execution and delivery.Manage program scope, schedule, budget, risks, resources, deliverables, and performance to ensure successful outcomes.Lead teams of approximately 15–20 personnel and manage programs with annual budgets of at least $2.5 million.Serve as the primary program leadership interface with government customers, stakeholders, technical teams, and organizational leadership.Ensure program activities comply with federal security and compliance frameworks, including Risk Management Framework (RMF) and Controlled Unclassified Information (CUI) requirements.Lead digital transformation and business process automation initiatives that transition manual processes to efficient, technology-enabled solutions.Develop and execute strategic roadmaps for technology modernization, automation, and process improvement.Apply enterprise architecture principles and leverage The Open Group Architecture Framework (TOGAF) to support technology and business transformation initiatives.Oversee program governance, performance management, reporting, and continuous improvement.Identify and mitigate program risks, dependencies, and issues while maintaining alignment with organizational and customer objectives.Collaborate with technical, cybersecurity, cloud, engineering, and business stakeholders to ensure integrated program execution.Apply Agile and/or DevOps methodologies to improve delivery, collaboration, and operational efficiency.Ensure program resources, processes, and deliverables align with contractual, technical, security, and quality requirements.Mentor and provide leadership to program personnel while fostering a collaborative, accountable, and high-performing team environment.Required QualificationsActive SECRET clearanceBachelor's degree from an accredited institution in Information Technology, Computer Science, Engineering, or a related technical discipline.Active Project Management Professional (PMP) certification from the Project Management Institute (PMI).AWS Certified Solutions Architect or similar cloud provider certification.Certified Information Systems Security Professional (CISSP) certification.15 years of IT experience, with at least 10 years in a program management role overseeing programs of similar size and complexity.Experience managing programs with an annual budget of at least $2.5 million and teams of 15–20 personnel.Experience operating within stringent federal security compliance frameworks, such as DoD Risk Management Framework (RMF) and Controlled Unclassified Information (CUI).At least 5 consecutive years of recent and sustained leadership experience, including experience within the past year.At least 5 years of demonstrated experience managing digital transformation or business process automation programs, including a proven track record of transitioning manual processes to automated solutions.Experience with The Open Group Architecture Framework (TOGAF).Preferred QualificationsExperience applying Agile and/or DevOps methodologies in federal IT environments.Experience leading cloud modernization and enterprise technology transformation initiatives.Strong understanding of cybersecurity, cloud architecture, enterprise architecture, and federal IT governance.Experience managing multidisciplinary technical teams in highly regulated or security-sensitive environments.Security ClearanceActive SECRET clearance required.EducationBachelor's degree from an accredited institution in Information Technology, Computer Science, Engineering, or a related technical discipline.Pay RangeThe anticipated annual salary range for this position is $150,030 – $185,020. This range is a good-faith estimate and not a guarantee of compensation.
