The Executive Office of Health and Human Services (EOHHS) is seeking an experienced attorney to join its General Counsel's Office in support of the Rural Health Transformation Program (RHTP), a critical initiative focused on strengthening access to care and improving health outcomes across underserved communities in Massachusetts. This role offers a unique opportunity to work at the intersection of law, public policy, and healthcare transformation within the Commonwealth's largest secretariat. The General Counsel's Office serves as a trusted legal partner across EOHHS and its agencies, known for delivering high-quality legal guidance in a collaborative and mission-driven environment.
In this position, you will provide strategic legal counsel on a wide range of complex matters that shape the development and implementation of the RHTP, a major health and human services initiative. The work is both intellectually engaging and deeply meaningful, involving close collaboration with program leaders, policymakers, and external partners. You will play an essential role in navigating evolving federal and state regulations, advising on Medicaid and public funding structures, and helping to design legally sound and innovative solutions that support the Commonwealth's most vulnerable populations. Duties and Responsibilities (these duties are a general summary and not all inclusive):
Provide legal support for the development, implementation, and administration of the Rural Health Transformation Program (RHTP).
Offer legal counsel and risk analysis on the applicability of, and compliance with, federal and state statutes and regulations impacting EOHHS programs, policies, operations, and funding activities.
Advise EOHHS leadership, program managers, and staff on a wide range of legal, regulatory, and policy matters.
Maintain subject matter expertise in state and federal laws related to Medicaid, public finance and appropriations, and public procurement.
Identify potential legal risks and exposures, and develop practical, legally sound strategies to address them.
Analyze the impact and application of existing, proposed, and emerging laws on EOHHS programs and initiatives.
Support the development of new legislation and regulations in collaboration with executive branch agencies and other governmental partners.
Represent the agency in legal matters and coordinate with the Massachusetts Attorney General's Office on litigation and related proceedings.
Draft, review, and revise a wide range of legal documents, including briefs, memoranda, correspondence, and interpretive guidance.
Review and draft procurement-related materials, including requests for proposals, contracts, and interagency service agreements.
Collaborate with internal and external stakeholders to ensure legal alignment and support innovative, compliant program and policy solutions.
Required Qualifications
Demonstrated professional experience with at least three (3) years of full-time, or equivalent part-time, legal practice or service in a role requiring Bar membership.
Proficient in legal research and analysis, with the capability to interpret complex statutes, regulations, and case law.
Effective oral and written advocacy skills, including clear and persuasive communication across a variety of audiences.
Strong interpersonal and communication skills, with the capability to build relationships and collaborate across diverse teams.
Preferred Qualifications:
Demonstrated experience advising on Medicaid law, healthcare policy, or publicly funded health programs.
Strong knowledge of federal and state regulatory frameworks, including administrative law and public finance.
Experience working within a government agency, public sector legal office, or highly regulated environment.
Proven ability to translate complex legal concepts into clear, practical guidance for non-legal stakeholders.
Experience supporting large-scale initiatives, program implementation, or policy development.
Familiarity with public procurement processes, contract law, and interagency agreements.
Experience collaborating with multiple stakeholders, including executive leadership, program teams, and external partners.
Strong legal writing skills, with experience drafting legislation, regulations, or formal legal opinions.
Ability to manage competing priorities and deliver high-quality work in a fast-paced, mission-driven environment.
Commitment to public service and an interest in advancing equitable access to healthcare and human services.
Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Teams.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and (A) at least three years of full-time, or equivalent part-time, professional experience in the practice of law.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
