Criminal Justice Information Center (CJIC) Training Manager

TAMARACK Technologies Inc. is seeking a highly qualified and experienced Training Manager to serve as a Subject Matter Expert (SME) supporting the Office of Special Investigations (OSI), Criminal Justice Information Center (AFCJIC) by developing and delivering training programs focused on criminal and administrative indexing, ensuring compliance with applicable laws, policies and procedures. The ideal candidate will bring expertise in training development, law enforcement or legal processes, and program coordination to support a dynamic, mission critical environment.

Organization: U.S. Air Force – Criminal Justice Information Center – Office of Special Investigations

Location: Russell-Knox Building (RKB), Quantico, VA

Salary Range: Commiserate with experience, education and qualifications as it relates to the knowledge, skills and abilities of the position.

Position Description: This position supports the AFCJIC in development, coordination, and delivery of comprehensive training programs related to criminal and administrative indexing across the Department of Air Force (DAF). The ideal candidate will focus on designing formal and informal training, integrating legal and law enforcement policy requirements, and ensuring consistent, repeatable processes that enable personnel to operate at a SME level. This position is contingent upon a successful contract award.

Duties and Responsibilities:
  • Develop and implement formal and informal training programs, including lesson plans, instructional materials, and evaluation tools related to criminal and administrative indexing.
  • Coordinate with DAF agencies and stakeholders to design and deliver training that ensures consistent and compliance indexing practices.
  • Conduct virtual and inperson training sessions, including recurring and ad hoc courses, for personnel and Indexing Compliance Managers.
  • Integrate indexing training into existing law enforcement and legal training pipelines to enhance SMElevel competency.
  • Plan, schedule and manage training logistics, ensuring facilities and resources support multiple annual sessions and participant requirements.
  • Minimum Qualifications, Experience & Education Requirements: All Requirements must be clearly annotated on resume. Experience must be shown in work history.

  • At least five (5) years’ experience developing and delivering training for adult learners.
  • At least three (3) years’ experience either as a sworn law enforcement officer or other similar criminal justice experience.
  • Bachelor’s Degree from an accredited college or university
  • Must have knowledge of common criminal justice terminology and processes.
  • Must possess or have the ability to obtain and maintain an active Secret Clearance.
  • Must pass a law enforcement records check
  • Provide proof of citizenship using the I9 form and supporting documentation.
  • Knowledge, Skills, & Abilities (KSA’s)

  • Indepth knowledge of criminal justice processes, administrative indexing requirements, and applicable DAF, legal, and law enforcement policies
  • Skill in instructional design, curriculum development, and delivery of both inperson and virtual training programs.
  • Ability to analyze and integrate complex laws, policies, and procedures into effective training content.
  • Skill in stakeholder coordination and communication across diverse functional organizations.
  • Ability to manage multiple training initiatives, schedules, and program requirements in a dynamic environment.
