Role Overview
The Manager, PMO Training, Development & Certification is responsible for leading the development, implementation, governance, and continuous improvement of the NGS Training, Certification, and Development Program for each role within the NGS Project Execution Department. This role provides functional leadership over the PMO training and certification framework, including curriculum development, certification standards, competency progression, training content, program administration, and performance reporting.
The Manager will lead direct reports responsible for supporting training development, certification administration, onboarding coordination, documentation, reporting, and ongoing program execution. This position partners closely with Project Operations, HR, and other internal stakeholders to ensure the program supports the development of Deputy Project Managers, Project Managers, Senior Project Managers, and Principal Project Managers across Power Generation.
This position reports to the Director, PMO (NGS) within the Project Operations Department.
Key Responsibilities
  • Demonstrates our core competencies: Action oriented, change champion, customer-focused, developing self & others, and ownership.
  • Champion Mitsubishi Power's core values by embedding them in all training and development activities. Set the tone, lead by example, and establish expectations that promote safe project outcomes as a foundational priority for all Project Teams.
  • Lead, coach, develop, and manage direct reports responsible for PMO training, certification, documentation, reporting, and program administration activities.
  • Establish clear expectations, priorities, performance goals, and development plans for assigned staff.
  • Provide regular feedback, conduct performance discussions, support career development, and ensure team members have the tools and guidance needed to execute assigned responsibilities.
  • Assign and prioritize work across the team to support training development, certification execution, onboarding needs, stakeholder requests, and continuous improvement initiatives.
  • Build team capability and accountability to ensure consistent delivery of training materials, certification processes, reporting, and governance expectations.
  • Serve as the functional owner for PMO training and certification governance, ensuring program standards are consistently applied across the Project Manager pipeline.
  • Develop, publish, and maintain a Standardized Training and Certification Program (STCP) based on project management best practices. This process must align with Mitsubishi Power's strategic goals and comply with ISO 9001 certification requirements. The STCP should ensure all individuals in the Project Manager pipeline-Deputy Project Managers (DPMs), Project Managers, Senior Project Managers, and Principal Project Managers-acquire the critical skills required for their roles, in close collaboration with the Project Operations team.
  • Partner with internal stakeholders to assess skill gaps, utilize technical competency frameworks, and ensure alignment between training content and real-world project requirements.
  • Create and maintain course materials, learning paths, certification assessments, and supporting documentation tailored to various levels of project management maturity (entry-level to advanced).
  • Work closely with HR to ensure seamless integration and delivery of training modules, certifications, progress tracking, and reporting.
  • Collect feedback, assess learning outcomes, and analyze performance metrics to continuously improve program effectiveness, engagement, and impact.
  • Develop and enforce certification criteria, re-certification requirements, and governance protocols to ensure credibility and consistency across the certification process.
  • Provide regular updates and reports to senior leadership on program status, participation rates, competency progression, and return on training investment.
  • Perform other such duties as may be required.

Requirements
  • Bachelor's degree in engineering, Business, Project Management, Construction Management, Technical Training, Organizational Development, or a related field from a four-year college or university; and at least seven years of related experience in project management, technical training, program governance, project execution, construction, commissioning, or power generation. Prior people-leadership, supervisory, or team-lead experience is required. Experience developing training programs, certification frameworks, technical documentation, competency models, or project management learning paths is strongly preferred.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Proficient in MS Office; familiar with SAP, project scheduling Knowledge of computer-aided design, database, project management, spreadsheet and word processing software, electronic mail, graphics, technical diagrams, flow charts, etc.
