Job description

Job Summary
General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.
This position reports to Director of Army National Guard and is responsible for developing, executing and directing strategies, opportunity development, marketing and shaping activities to support Army National Guard (ARNG) initiatives. Executes the development and implementation of short and long-term objectives consulting with management. Provides ARNG subject matter expertise and guidance implementing strategic objectives. Acts as a liaison with multiple agencies including National Guard Bureau, Department of the Army, Army Program Offices, NGAUS Aviation Task Force, State Army Aviation Officers, and other affiliates as needed to both convey GA-ASI messaging and receive and assess input from those entities to formulate GA strategies. Typically accomplishes objectives through client engagements, conventions, technical and non-technical exchanges and professional organizations. Is a representative of General Atomics Aeronautical Systems Inc to customers and potential customers, other business and non-business communities. May be responsible for decisions that have an extended and significant impact on employment, fiscal and production outcomes across the company.
DUTIES & RESPONSIBILITIES:
  • Oversee all phases of opportunity development and significant portions of opportunity and program management activities to ensure company objectives and client expectations are attained.
  • Manage the development of new opportunities and expansion of existing opportunities. Consult with management in pursuing business partnerships, alliances, and joint ventures that enhance the capabilities offered by the clients.
  • Collaborate with other elements in GA-ASI to identify emerging capabilities, technologies and programs within GA-ASI that have potential to address ARNG capability gaps or enhance capabilities to meet wartime and training missions.
  • Manage the assessment of potential business opportunities through market and economic analysis, monitoring competitive activity and identifying customer needs to design, recommend and implement client engagement strategies and develop effective messaging.
  • Manage and influence the preparation of proposals, business plans, work statements, operating budgets, and financial terms/conditions of contract.
  • Develop messaging and marketing products using Power Point, Microsoft Word and multiple other software-based tools.
  • May lead progress review sessions to discuss cost, schedule, and technical performance, disseminate client priorities, goals and expectations concerning the fulfillment of project goals and objectives.
  • Maintain the strict confidentiality of sensitive information. Other duties as assigned or required.
  • Familiar with DoD, ARNG, NGREA requirements and acquisitions process, Congressional and Department of War (DoW), State and National Guard budgeting process.

Job Qualifications
  • Typically requires a Bachelors or Masters in business administration or a related field and thirteen or more years of progressively complex experience in business development. May substitute equivalent experience in lieu of education.
  • 10 years of progressively complex experience serving in multiple positions in the Army National Guard.
  • Highly prefer individuals with experience in ARNG Aviation, force structure and design with an understanding of functional responsibilities and dynamics of National Guard Bureau, US Army and State entities.
  • Experience engaging and shaping National Guard and Reserve Equipping Appropriations (NGREA) priorities and funding strategies including State and Congressional influence.
  • Must have developed and delivered senior-level briefings, and managed strategic relationships with high-level clients including General Officers, SES, Congressional Representatives and Staff on ARNG related issues including equipping and resourcing Aviation systems.
  • Expertise working with Army and ARNG senior leaders on existing and emerging Warfighting concepts with emphasis on autonomous systems, potential growth areas supporting Multi-Domain Operations to shape future concepts and capabilities that potentially create opportunities for GA-ASI products, services and systems.
  • Experience identifying and shaping Army and National Guard requirements for current and next-generation concepts including AI focused technologies to fill capability gaps, support National Defense Strategies and National Guard roles and responsibilities.
  • Strong communication, leadership, presentation, and interpersonal skills.
  • Client/Customer focused, must be able to work on a self-initiated basis or in a team environment, and able to work flexible hours and significant travel as required.
  • Ability to obtain and maintain DoD secret clearance is desired.
