Senior Venture Capital & Strategic Investment Subject Matter Expert

Location: Remote (U.S.-based) with approximately 20-25% travel

Position Overview

The Senior Venture Capital SME will play a critical role in supporting the development of a strategic investment capability within the Administration for Strategic Preparedness and Response (ASPR) to advance the objectives of the Strategic Active Pharmaceutical Ingredients Reserve (SAPIR) and other national health security initiatives.

This position will help establish the policy framework, governance structure, investment strategy, and operational model for an ASPR-affiliated investment platform modeled on an evergreen fund approach. The objective is to mobilize private-sector capital and accelerate investment into technologies, manufacturing capabilities, and infrastructure critical to strengthening U.S. pharmaceutical supply chain resilience and emergency preparedness.

The ideal candidate will bring deep experience in venture capital, private equity, strategic investing, investment fund formation, and public-private partnerships. They will serve as a trusted advisor to senior Federal Government leadership and help build relationships with leading financial institutions, venture capital firms, family offices, sovereign investment entities, and strategic corporate investors capable of deploying significant capital into national priority initiatives.

Key Responsibilities

Investment Strategy & Fund Development

  • Support the creation and launch of an ASPR strategic investment capability designed to advance national health security and pharmaceutical supply chain resilience.
  • Develop foundational investment strategies, governance models, and operating frameworks for an evergreen-style investment fund.
  • Advise leadership on fund structure, capital deployment models, investment criteria, risk management, and portfolio governance.
  • Evaluate best practices from venture capital, private equity, Government-sponsored investment initiatives, and strategic innovation funds.
  • Develop recommendations for capital allocation strategies that balance mission impact, innovation acceleration, and long-term sustainability.

Capital Formation & Investor Engagement

  • Cultivate relationships with leading venture capital firms, private equity firms, institutional investors, family offices, strategic corporate investors, and global capital providers.
  • Identify and engage funding sources with access to large-scale investment capital ranging from billions to trillions of dollars in assets under management.
  • Support fundraising strategy, investor outreach, and partnership development activities.
  • Serve as a liaison between ASPR leadership and financial market participants.
  • Develop partnership models that encourage private-sector participation in public-interest investment opportunities.

Stakeholder Management & External Relations

  • Build and maintain executive-level relationships with key stakeholders across the investment ecosystem.
  • Engage with senior leaders from major financial institutions, investment banks, venture capital firms, and strategic investment organizations.
  • Facilitate discussions, partnerships, and strategic collaborations between Government and private-sector investors.
  • Communicate investment priorities and program objectives to external stakeholders in a clear and compelling manner.

Policy & Strategic Advisory

  • Advise leadership on policies supporting public-private investment vehicles and innovation financing mechanisms.
  • Assist in developing regulatory, governance, and compliance frameworks necessary to support investment activities.
  • Evaluate financial, operational, and policy implications of various investment structures.
  • Support the creation of strategic plans and roadmaps for long-term investment program growth.

Required Qualifications

  • Advanced degree in Finance, Economics, Business, Public Policy, Engineering, Life Sciences, or related field.
  • 15+ years of experience in venture capital, private equity, investment banking, strategic investing, corporate development, or public-sector investment programs.
  • Demonstrated experience establishing or managing investment funds, venture portfolios, strategic investment initiatives, or public-private investment vehicles.
  • Strong network within venture capital, private equity, institutional investment, and financial services communities.
  • Experience in life sciences, healthcare, biotechnology, pharmaceuticals, advanced manufacturing, national security technologies, or critical infrastructure investments.
  • Experience engaging executive-level stakeholders and managing strategic partnerships.
  • Deep understanding of capital formation, fund governance, portfolio management, and investment strategy.
  • Exceptional communication, negotiation, and stakeholder engagement skills.

Preferred Qualifications

  • Experience building or managing evergreen funds, innovation funds, corporate venture funds, or mission-driven investment platforms.
  • Direct experience working with federal agencies, public-private partnerships, or Government-sponsored investment initiatives.
  • Familiarity with Federal acquisition, contracting, grant, cooperative agreement, and investment mechanisms.

Must be a US Citizen or a Full Green Card holder.
