Position Overview
The Senior HR Manager, Offshore - North America & Caribbean, is a strategic and operational HR leader responsible for developing and executing the people strategy across offshore operations in East Canada, the Gulf of America (GoA), Trinidad & Tobago, Suriname, and Guyana. As the primary HR business partner to the Offshore Operations Leader and a key partner to multiple Operations Managers, this role ensures HR solutions enable safe, reliable, and high-performance operations in a geographically dispersed and culturally diverse environment.
This leader manages a team of two HR Business Partners and is expected to operate with a high degree of independence, sound judgment, and strategic foresight. The role also oversees field and leadership development programs that strengthen workforce capability and build a sustainable talent pipeline for offshore operations.
Key Responsibilities
Strategic HR Leadership
  • Partner with the Offshore Operations Leader and Operations Managers to define and execute the HR strategy supporting offshore operations across the region.
  • Provide independent, strategic counsel to senior leaders, influencing decisions through data-driven insights and deep understanding of operational realities.
  • Lead organizational design, workforce planning, and capability development initiatives aligned with long-term business needs.
Team Leadership & Development
  • Lead, coach, and develop a team of two HR Business Partners, ensuring alignment, capability growth, and consistent HR support across all offshore locations.
  • Set clear priorities, provide direction, and foster a culture of accountability, collaboration, and continuous improvement.
Talent, Workforce & Leadership Development
  • Oversee workforce planning for offshore operations, ensuring staffing models, skills, and talent pipelines meet current and future operational demands.
  • Partner with Talent Acquisition to drive recruitment strategies for critical offshore and leadership roles.
  • Lead field and leadership development programs, ensuring offshore employees and leaders have the skills, readiness, and support needed for safe and effective performance.
  • Drive succession planning and leadership capability initiatives for Operations Managers and frontline leaders.
Employee Relations & Compliance
  • Manage complex employee relations issues across multiple jurisdictions, ensuring fair, consistent, and compliant outcomes.
  • Maintain strong knowledge of labor laws, union environments (where applicable), and regulatory frameworks across East Canada, GoA, Trinidad & Tobago, Suriname, and Guyana.
  • Provide independent guidance on risk mitigation, policy interpretation, and compliance matters.
Culture, Engagement & Change Leadership
  • Champion a culture of safety, inclusion, accountability, and operational excellence across offshore teams.
  • Lead engagement strategies tailored to rotational, remote, and multicultural offshore workforces.
  • Support organizational change initiatives, ensuring effective communication, adoption, and long-term sustainability.
Compensation, Benefits & Mobility
  • Partner with Total Rewards to ensure competitive, equitable, and compliant compensation structures for offshore roles.
  • Support international mobility, rotational assignments, and expatriate/commuter arrangements.
  • Provide guidance on incentives, retention strategies, and pay practices for critical offshore talent.
HR Operations & Data Insights
  • Use HR analytics to identify workforce trends, risks, and opportunities, and translate insights into actionable strategies.
  • Ensure HR processes (onboarding, performance management, training, compliance reporting) are executed with excellence across all supported regions.
  • Collaborate with global and regional HR Centers of Excellence to deploy enterprise programs effectively.
Qualifications & Experience
  • Bachelor's degree in Human Resources, Business Administration, or related field; Master's degree preferred.
  • 10+ years of progressive HR experience, including at least 5 years in a business-partnering role supporting operations, industrial, or offshore environments.
  • Experience leading HR teams and supporting multiple operational leaders simultaneously.
  • Demonstrated ability to operate independently, make sound decisions, and influence senior leaders.
  • Experience working across multiple countries in North America and the Caribbean strongly preferred.
  • Strong analytical capability and experience using HR metrics to drive decisions.
  • Ability to travel across supported regions as required.
