The Test Manager is responsible for leading and managing all aspects of the testing lifecycle for DDI (Design, Development, and Implementation) and M&O (Maintenance and Operations) projects. This role ensures high-quality delivery through strategic planning, resource management, and collaboration with cross-functional teams, while adhering to organizational standards and best practices.
Your role in our mission
Testing Strategy & Planning
  • Define testing strategy, scope, and schedules for large-scale projects.
  • Develop and implement standard Test CoE processes, templates, and guidelines.
  • Plan, track, and report testing metrics regularly, taking corrective actions as needed.

Project & Resource Management
  • Supervise and manage work allocation, demand management, and resource capacity.
  • Monitor productivity and bandwidth to ensure seamless delivery across multiple projects.
  • Finalize and manage training plans for project resources.

Governance & Risk Management
  • Manage project scope, issues, and changes; conduct risk assessments.
  • Support testing risk mitigation plans and adhere to internal/external audit requirements.
  • Participate in test management governance meetings and ensure compliance with SLAs.

Collaboration & Stakeholder Engagement
  • Interface with functional, regression, performance, automation, TDM, environment support, and release management teams.
  • Collaborate with Release Coordinators for code merges, regression testing, and risk assessments.
  • Synchronize with offshore Test Managers to meet delivery commitments.
  • Coordinate with program and project teams to align plans and incorporate feedback.

Quality Assurance & Continuous Improvement
  • Drive root cause analysis for defects and implement defect prevention strategies.
  • Identify and implement best practices and efficiency improvements.
  • Analyze and recommend automation, performance, and test data tools/frameworks for maximum efficiency.

Delivery & Client Management
  • Ensure day-to-day client management, service delivery scope, schedule, and quality.
  • Accountable for final QA stream delivery and adherence to SLAs.
  • Monitor change requests and plan testing activities for quality outcomes.

What we're looking for
  • 10+ years of experience in software testing and QA, with at least 4 years in a leadership role.
  • Familiarity with healthcare.
  • Experience with Agile and Waterfall methodologies.
  • Familiarity with test and defect management tools (e.g., ALM).
  • Strong knowledge of automation frameworks and scripting.
  • Experience in managing large-scale projects and distributed teams.
  • Experience with SQL for test data and backend validation.
  • Excellent communication, stakeholder management, and problem-solving skills.

Sills and experience that will set you apart
  • Familiarity with Medicaid/MMIS.
  • Exposure to testing frameworks for performance testing and TDM.
  • Project Management Professional (PMP) and ISTQB certifications.

The pay range for this position is $90,900.00 - $129,900.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
