Koniag IT Systems, a Koniag Government Services company, is seeking an experienced Deputy Program Manager (Deputy PM) to support a critical Government Identity, Credential, and Access Management (ICAM) initiative. The Deputy PM will assist in leading a large-scale effort to enable approximately 600 NIPRNet applications onto the centralized ICAM technical stack—leveraging Okta for Identity Provider (IdP) services and SailPoint IdentityIQ (IIQ) for Identity Governance and Administration (IGA)—in direct support of the customer’s Zero Trust Execution Roadmap.

The ideal candidate is a seasoned program management professional with a strong background in federal IT program execution, identity and access management (ICAM), and complex multi-stakeholder coordination. This individual must be a proactive leader capable of supporting day-to-day program operations, managing enablement execution teams, tracking performance metrics, and ensuring contractual deliverables are met on time and within scope.

This position requires an active Secret clearance and may require occasional travel to Government facilities. Primary work will be performed remotely.

The Deputy Program Manager will serve as the second-in-command to the Program Manager and will assume full program management responsibilities in the PM's absence. This individual plays a central role in the day-to-day execution of a 12-month, high-velocity effort to systematically onboard ~600 pre-registered NIPRNet applications into the ICAM ecosystem. Operating at the intersection of program management, technical coordination, and stakeholder engagement, the Deputy PM ensures that all contract deliverables, performance metrics, and compliance requirements are met in accordance with the applicable DoD policies.

Principal responsibilities will include but are not limited to:

• Assist the Program Manager in overseeing all aspects of the ICAM Application and Systems Enablement Task Order, including scope management, schedule management, resource allocation, risk management, and quality assurance.
• Support the development and execution of the overall enablement strategy for approximately 600 NIPRNet applications, ensuring alignment with the DoW Zero Trust Execution Roadmap and ICAM PMO guidance.
• Coordinate and manage enablement execution teams, dynamically adjusting team composition and size based on project phase, workload, application complexity, and required technical specialties to maintain operational velocity.
• Oversee the initial 90-day comprehensive triage of all ~600 pre-registered applications, ensuring triage findings, risk logs, and pathway determinations are accurately documented in the A012 Enablement Tracking Database.
• Monitor and report on program performance using the A012 Enablement Tracking Database and A013 Metrics Dashboard, ensuring dashboards are current, accurate, and available to Government stakeholders in real time.
• Serve as a primary point of contact for the Contracting Officer's Representative (COR), ICAM Program Management Office (PMO), and Application Owners (AOs), managing relationships, escalations, and stakeholder communications across all levels.
• Manage the Application Owner Escalation Matrix process, ensuring all contractor engagement attempts are properly documented, escalations to the COR are timely and accurate, and non-responsive applications are transitioned to Government-Induced Hold (GIH) status per established protocols.
• Oversee the development and maintenance of all Contract Data Requirements List (CDRL) deliverables, including program management reports (A-series), technical reports (C-series), and any shared O&S deliverables (B-series), ensuring they meet quality and timeliness standards.
• Support the Test Program by ensuring the development and execution of the Master Test Plan, Software Test Plans, and Software Test Reports in accordance with PWS Sections 5.2 and applicable CDRLs (C001, C002, C003).
• Ensure contractor compliance with all applicable security requirements, including CUI handling, OPSEC, DoDM 8140.03 cybersecurity certifications, Section 508 accessibility standards, DFARS 252.204-7012, and all referenced DoD regulations and instructions.
• Monitor and manage Government Furnished Information (GFI), ensuring secure handling and tracking of the pre-registered application portfolio and completed migration questionnaires received during transition-in.
• Identify and mitigate programmatic and technical risks, maintaining a current risk register and proactively surfacing emerging issues to the Program Manager and Government stakeholders.
• Support the preparation and delivery of briefings, status reports, and program reviews for Government leadership and other stakeholders.
• Ensure all custom tools, connectors, workflows, enhancements, and documentation developed under the contract comply with DFARS data rights provisions (252.227-7013, 252.227-7014, 252.227-7017) and are delivered to the Government with appropriate rights assertions.
• Foster a culture of continuous improvement, institutional knowledge retention, and team continuity throughout the enablement lifecycle.

Education and Experience:

Required:

• Bachelor's degree in Program Management, Information Technology, Computer Science, Business Administration, or a related field from an accredited college or university.
• Minimum of 7 years of progressive experience in program or project management within a federal government IT contracting environment.
• Minimum of 3 years of experience supporting or managing programs related to Identity and Access Management (IAM), Cybersecurity, or enterprise IT integration efforts.
• Demonstrated experience managing or supporting large-scale, multi-stakeholder federal IT programs with complex coordination requirements.
• Experience with CDRL deliverable management and federal contract compliance requirements.
• Active Secret clearance. Must be able to satisfy requirements for CAC-card issuance and NIPRNet access, including annual DoW CyberAwareness training and certification.

Preferred:

• Master's degree in a relevant field.
• Prior experience supporting DoD IT programs, particularly within an identity, credential, and access management or Zero Trust context.
• Experience working on IDIQ/Task Order contract vehicles within the federal defense environment.

Required Skills and Competencies:

• Exceptional communication skills in English—both written and oral—with the demonstrated ability to communicate complex technical and programmatic information to diverse audiences including senior Government officials, technical teams, and non-technical application owners.
• Strong program management skills including scope, schedule, cost, risk, and stakeholder management in a fast-paced, high-volume federal IT environment.
• Proven ability to lead and coordinate dynamic, cross-functional teams across multiple concurrent workstreams, adjusting resources and priorities in response to shifting program demands.
• Experience developing, managing, and tracking program performance metrics and dashboards to support data-driven decision-making and Government reporting.
• Familiarity with Identity, Credential, and Access Management (ICAM) concepts, including identity providers (IdP), identity governance and administration (IGA), Single Sign-On (SSO), Multi-Factor Authentication (MFA), Role-Based Access Control (RBAC), and Attribute-Based Access Control (ABAC).
• Working knowledge of industry-standard identity protocols including SAML, OAuth, OIDC, and SCIM.
• Experience managing or overseeing technical integration programs involving legacy and modern application portfolios.
• Knowledge of Zero Trust Architecture (ZTA) principles and the DoD Zero Trust Execution Roadmap.
• Proficiency in managing CDRL deliverables and contract compliance in accordance with DoD contracting standards.
• Familiarity with DoD security, CUI, and OPSEC requirements, including DFARS 252.204-7012, DoDI 5200.48, DoDM 5200.01, and related directives.
• Strong organizational skills with demonstrated ability to manage multiple priorities, deadlines, and stakeholders simultaneously.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and collaboration tools such as Microsoft Teams.
• Ability to obtain and maintain required DoD cybersecurity certifications per DoDM 8140.03 (e.g., Security+ for IAT II or equivalent).

Desired Skills and Competencies:

• Project Management Professional (PMP) certification or equivalent (e.g., PMI-ACP, DAWIA Program Management certification).
• Experience working directly with DoD Components in an IT services or program management capacity.
• Familiarity with Okta Identity Provider (IdP) and SailPoint IdentityIQ (IIQ) platforms, including their configuration, administration, or integration capabilities.
• Experience supporting or managing User Acceptance Testing (UAT) programs in a federal government context.
• Knowledge of Agile and/or hybrid Agile-Waterfall development and program management methodologies.
• Experience with enterprise application portfolio management and/or large-scale IT migration or modernization efforts.
• Familiarity with DFARS data rights provisions (252.227-7013, 252.227-7014, 252.227-7017) and technical data management requirements.
• Experience with deficiency reporting processes, including Technical Order 00-35D-54 and SF368 reporting.
• Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or related cybersecurity certification.
• Familiarity with Section 508 compliance requirements for electronic and information technology.
• Experience with transition-in activities for IDIQ task orders, including the receipt and management of Government Furnished Information (GFI) from predecessor contractors.
